Council Meeting Minutes

The chair entertained a motion from councilmember Matt Argyle that the council add to the agenda Executive Session IC 74-206(1f) to discuss with legal counsel due to new information that has come up that was not aware of prior to posting the agenda. The motion was seconded by councilmember Greg Kunz. The chair entertained a motion from councilmember Greg Kunz that the council accepts the published agenda.  Councilmember DeLoy Kunz seconded the motion.  All were in favor and the motion carried the council.

 

Minutes from the July 2, 2019, regular council meeting were read. The Mayor noted a change about the Forest Service Rangers will ask the sheepherders to move past the spring… The chair entertained a motion from councilmember Marty Nate the council approve the minutes as read with the changes. Councilmember Matt Argyle seconded the motion.  All were in favor and the motion carried the council.

 

Councilmember Marty Nate reported that the Planning and Zoning Committee met at the site that Matt and Aimee Kunz wish to build a store on and then they came back to the City Hall and reviewed the Ordinance and their property is zoned in R2 which is residential and is not for commercial activities. At the recommendation of the committee they feel the store needs to stay in a commercial zone because they feel the location of the store would cause a lot of traffic and would be dangerous on the S curve at the top of the road or the property needs to be rezoned. The Mayor reported that when he moved in the Council had told him there was no enforced business district which is why he has been able to have his business at his home along Stringtown. Councilmember Greg Kunz mentioned that there is no land for sale or buildings available in the business district and that moving to the highway would defeat the purpose of the store not being open full time and Aimee being able to come in and out of her home to help customers. Councilmembers Matt and DeLoy had no objections and they asked for Adam’s counsel on the subject. Adam suggested a couple of options to rezone the property which can be costly after sending notices and having a public hearing or the Council could grant a Variance or Matt and Aimee could apply for a Conditional Use Permit. Charlie Christensen of the planning and zoning committee suggested if they were to rezone or apply for a permit then the citizens could also be able to input their opinion and would like the City to try and prepare to manage growth within the City for other businesses and that the committee would like to see businesses located along the highway for that growth. It was noted that the opinion of the Council changes as its members change and with a Conditional Use Permit we could put certain conditions on installing the store such as providing sufficient parking to reduce the danger. We would have a special meeting during the month and set the conditions and date for a hearing if The Kunz’s still wish to pursue after speaking with their other investors in the store.

 

Sunrise Engineering reported on the bid meetings and three bids were received for the project from Ready Service Jobber, Great Basin Development and Construction and Knife River Corporation. Law requires for the low bid to be awarded which would be Ready Service Jobber at $422,692 for the base plan, $22,085 for Alternate A and $8,400 for Alternate B for a total of the project to be $453,177.00. Sunrise has done a back ground check on them and they have good reports from everyone they’ve worked for and they recommend awarding them the bid. Councilmember Greg Kunz stressed the last few jobs we’ve done recently hasn’t had very compliant contractors and as much money as the City is spending we want the job done correctly. Councilmember Matt Argyle made the motion to award the bid for the Base and Alternates A and B to Ready Service Jobber, Inc. and for the Mayor to sign and award bids. Councilmember DeLoy Kunz seconded the motion. All were in favor and the motion carried the council.

Councilmember Marty Nate made the motion to have the Mayor sign the State of Idaho Department of Environmental Quality Authorizing Resolution for the drinking water facilities revolving loan which will allow the Mayor or Council President to sign all applications, loan agreements and amendments and other documents relating to the drinking water facilities loan. Councilmember Matt Argyle seconded the motion. All were in favor and the motion carried the council.

The council then accepted the motion from Councilmember Matt Argyle to go into Executive Session pursuant to IC 74-206(1f) to discuss with legal counsel and the motion was seconded by councilmember DeLoy Kunz at 8:35 pm. A roll call vote was taken and is as follows: DeLoy – yes, Matt – yes, Marty – yes, Greg – yes. The general meeting then resumed at 9:00 pm.

City Attorney Adam McKenzie brought the hay lease contract for the wastewater land application parcel for a year to year agreement with the lease and City or longer if the City desires up to 5 years. As per the contract, the lessee would also be required to insure the property under an umbrella liability policy. It was also noted that it would not be a full lease because Doug still has to go onto the property and do all of the irrigating since he is the only one licensed to do so. Lynette will get a copy of the legal description of the ground along with the requirements and stipulations for Adam to compile the notice to be advertised since there are certain requirements set by DEQ such as limited access and water and the crops cannot be fed to lactating animals, etc.

Police Report:   Officer Martinez has made 36 contacts for the month of July.

 

Maintenance report:  The maintenance report will be resumed at the next meeting due to the late meeting.

 

Office Report:  Clerk Smith reported that there are 19 delinquent water and sewer accounts for the month of July. She inquired if the letter to the Dairy Syncline Mine had been written yet. It had not. Lynette brought up the dog ordinance needs to be revised to include the words spayed and not just neutered and then Adam will get a summary ready to publish so the ordinance can be in effect. Also the Country Corner is now being turned into an apartment to rent out but is only paying for one fee. Adam will compile a letter to send for them to pay two separate fees. The remaining amount of $38,750 from the emergency relief fund to repair Stringtown Road should be coming in shortly now the road is finished and bills are coming in.

 

The council then engaged in the budget workshop with City Auditor Gary H. Teuscher.

 

The chair entertained a motion from councilmember Marty Nate the council approve checks and vouchers for the month of July 2019 in the amount of $46,004.88 in the general fund, $27,095.19 in the water fund, $82,559.41 in the sewer fund with all funds totaling $155,659.48. Councilmember Matt Argyle seconded the motion. All were in favor and the motion carried the council.

 

The chair entertained a motion from councilmember Marty Nate that the council adjourn from the August 2019 council meeting at 11:00 pm. Councilmember DeLoy Kunz  seconded the motion. All were in favor and the motion carried the council.

July 2019 Council Meeting

The chair entertained a motion from councilmember Matt Argyle that the council approve and added agenda item of Nathaneal Harwood’s Eagle/Senior Project. The motion was seconded by councilmember Greg Kunz. The chair entertained a motion from councilmember Greg Kunz that the council accepts the published agenda.  Councilmember DeLoy Kunz seconded the motion.  All were in favor and the motion carried the council.

 

Minutes from the June 4, 2019, regular council meeting were read. The chair entertained a motion from councilmember Marty Nate the council approve the minutes as read. Councilmember Matt Argyle seconded the motion.  All were in favor and the motion carried the council.

 

Matt & Aimee Kunz came and presented to the council their idea of installing a small convenience/grocery store at the top of Stringtown. It would be a premanufactured building that would have a drive-thru option. They would like to rezone their property to commercial from residential to do this. They would serve multiple items from small grocery store items to camping supplies, essential items, etc. Would like to include some historical background and call it Twin Creeks Market and would like to have open by April 2020 and water and sewer hookups already exist on the property. The council advised him that there would need to be a public hearing and notices to citizens and could be costly to rezone the property. Councilmember Nate also advised that our current Comprehensive Plan suggests all commercial activity should locate along the highway. The Planning & Zoning Committee will meet and discuss and get report back at the next council meeting.

Nathaneal Harwood would like to do a senior project/Eagle Project to add about 3-4 more benches to the City Park. He was advised that he would need to include other scouts to help with his project if it is a Eagle Project. The council approved his idea, but he needs to work out more details and they suggested that he use a composite wood to help last longer and less maintenance.

Sunrise Engineering presented their findings of options UV disinfection vs chlorine and it is significantly more expensive. We will have the pre-bid meeting on July 11th with potential contractors and the bid opening will be on July 18th at the City Hall. Kevin presented an option to capture the extra overflow. The cost of the project could be up to $38,000 plus an extra $1500 to alter the project. Councilmember Matt Argyle made the motion to spend the $1500 to add the alternate option and see if Georgetown Irrigation Company will help with the cost of the bypass/tank overflow. Councilmember Marty Nate seconded the motion. All were in favor and the motion carried the council. They reported on the hydro option but we would still need power there either way. There is an option to do a study to figure if its worth it but the turbine would need its own building from the chlorinator building. The cost of the study would be about $2200. The council decided to hold off on the study until we are more ready or serious to purchase a turbine. They also reported that ITD will put in the casing but not the pipe along the highway. The council decided to go ahead with the Rocky Mountain Power contract in the amount of $7,711.93 and to forego the $250 refund. Contracts were signed and Lynette will take into Kreg Roberts at the Montpelier office with a check asap.

Councilmember Greg Kunz made the motion to have the water and sewer funds payback the general funds in the amount of $14,866.96 from the water fund and $16,111.43 from the sewer fund from the Fiscal Year 2017-2018 Audit. Councilmember Marty Nate seconded the motion. All were in favor and the motion carried. Lynette will get checks prepared for the next council meeting.

The Twin Creeks schedule was reviewed and assignments finalized. The City’s building permit fees are super cheap and haven’t been increased or updated in quite a while. Marty will look into more fees of other City’s that our similar in size to ours and present at the August meeting. Lynette also suggested that a resolution needs to be prepared for the kennel permit fee that was voted on at the last meeting.

Councilmember DeLoy Kunz suggested maybe there was a typo in the new Dog Ordinance #97 in section 5C. Thinks it should read spayed or neutered and not just list neutered. Need to check with Adam to see if we need to reprint.

Councilmember Marty Nate reported of the meeting with DEQ and the Forest Service and they took a field trip to the Spring. The Forest Service Rangers will ask sheepherders to move past the spring fast and not bed at the Spring. They also noticed that the elk have been bedding above the spring all winter and there is a lot of feces built up. They said the earthquakes would have no effect on the water system because we would be noticing minerals and water color change if that were the case. The council has still been actively trying to find ways to get around not chlorinating and would like the Citizens to understand that. The forest service will help Matt with a device to help monitor the water every day and to see if surface water is affecting it. Steve Smith said that the source water protection plan probably needs updating and he will help when that comes due. She also got another bid for siding the City Hall from ABC Seamless and it is good for one year. The cost would be $18,749 to use a log siding or $17,167 to use a regular siding. We will look at including it in the next budget year.

Councilmember Greg Kunz stated the council needs to reach out to the Dairy Syncline Mine and write a letter in favor of the mine coming to our community. Mayor Steve will draft a letter and invite them to attend our Twin Creeks celebration as well.

Police Report:   Officer Martinez has made 18 contacts for the month of June.

 

Maintenance report:  Doug Thompson gave his report for the month of June and stated that they got the old police car up and running and they will get the stickers taken off so it can be used as a runner car if needed. Need to be looking at getting a newer service truck and look into grants like the City of Paris gets. They fixed a water line and took water samples to Pocatello. Anthony Valles submitted plans for a building permit to build a garage on his property with a small apartment in the top and the council approved.

 

Office Report:  Clerk Smith reported that there are 24 delinquent water and sewer accounts for the month of June. The council suggested listing names and amounts of delinquent accounts in the newspaper as was done in the old days to help urge people to stay on top of paying their City bill. She reported that she completed the water report and asked if Matt could be eligible for Life Insurance since he is now a full time employee. The council approved. The Fire Department is requesting a donation for equipment. Money has been budgeted to help for equipment but nothing was decided. The next meeting date will be moved to Wednesday, August 7th because Lynette has a conflict with Tuesday evening.

 

The chair entertained a motion from councilmember Matt Argyle the council approve checks and vouchers for the month of June 2019 in the amount of $26,907.43 the general fund, $8,573.83 in the water fund, $21,878.52 in the sewer fund with all funds totaling $57,359.78. Councilmember DeLoy Kunz seconded the motion. All were in favor and the motion carried the council.

Gary and James Teuscher came for the 2018 Audit. They said that everything was good. They reviewed the audit and there were no complaints. The City controls their money really well.

Sandra Donato came and has 10 acres that she wanted to annex into the City. She wants to have 2 acre lots. The council directed her to go to the County and see what they have to say because the City has no jurisdiction. It is timely and costly.

Marty Nate made a motion to make the fee for a kennel permit $100.00. DeLoy Kunz seconded the motion. All were in favor and the motion carried.

Joe DeClark presented an idea for the use of a hydro generator to run the chlorination system. Put the use of water to run our power so the City could save money. If the power goes out, you will still have it run because the water is running it. The council is interested and is going to do some research.

Marty: Wants to have a meeting with the Forest Service and DEQ to talk about animals ranging that contaminates the water. It’s our responsibility to protect our citizens. The council will have Lynette arrange this meeting in the next 2 weeks. She also asked why can’t Matt Raczak have PERSI? He is doing the mowing and is getting more hours. The council agreed. Marty Nate made the motion to give Matt Raczak more hours and get him PERSI! DeLoy Kunz seconded the motion and the motion carried. Planning and Zoning want to raise the building permit fee. The council said to have P&Z discuss it and then let the council know. Twin Creeks is July 6th. Georgetown 1st Ward will do breakfast and Georgetown 2nd Ward will do dinner. The Parks is removing the mulch and putting in sand. Young Men and Young Women from both wards will do this. Marty knows a guy that does siding and she wants him to come do a bid for the log cabin look. The council said to get a bid.

DeLoy: Senior Citizen Center is struggling to keep the home delivery meals going. Wondering if the City could donate some money. Steve said he and Mary have talked to businesses so they are doing each month. Marty made a motion to donate $500 for the month of August. DeLoy seconded the motion. All were in favor and the motion carried.

Steve: Idea of having the City donate a scholarship each year. Criteria that it has to stay within the boundaries of Georgetown, Nounan and Bennington. $1000 each year! Can split it into 4 kids.

Police Report:   Officer Martinez has made 32 contacts for the month of May.

 

Maintenance report:  Doug Thompson gave his report for the month of May and stated they went on a trip to Paris and looked at the valve at the chlorination building. The valve worked great and why not put it on an open chamber? They’ve been taking care of marking for DigLine and working on getting the chip seal on Stringtown.

 

Office Report:  Clerk Smith reported that there are 13 delinquent water and sewer accounts for the month of May.  People are buying their dog licenses but some aren’t showing rabies. Council said to have them show it because it’s for their protection too! Andrea Johnson wants to know if she can just pay for the water, not sewer. She is moved out and just wants to water the lawn. The council said she could just pay water. The council said to hold off on signing the Rocky Mtn Power contract to see what they think and find about Joe’s hydro idea.

Minutes from the April 2, 2019, regular council meeting were read. The chair entertained a motion from councilmember Matt Argyle, the council approve the minutes as read. Councilmember DeLoy Kunz seconded the motion.  All were in favor and the motion carried the council.

 

The DEQ team came and presented reasons why they have made decisions for our water system. Bruce Olenick, stated they are making sure our water system is good and working.  Over time, there are things that have an impact and need to be dealt with.  Tom stated that the E.coli is what they worry about.  Greg Kunz stated that the peak season is July and August and we don’t have run off then.  Doug wondered about earthquakes causing some problems.  Joe DeClark said all water coming down from the canyon is underground.  The DEQ stated that there is no way to stop chlorinating; this keeps the water safe.

 

DaNae Peterson asked the council for permission to split their land by the cemetery. The council said yes.

 

Kevin Martin stated that the plans for Sunrise Engineering have been reviewed. He expressed some different options of valves.  Council wants Kevin to look and get exact costs and get back with them.  Steve said we will not do anything to raise the water rates!

 

The council reviewed the new dog ordinance # 97. Marty Nate made a motion to adopt the new dog ordinance.  Greg Kunz seconded the motion.  All were in favor and the motion carried the council.

 

Marty:  Concerned about the mowing of the cemetery and park.  The decision was made to have Matt Raczak take over and mow those lawns.  Her achievement day girls want to take care of flower planters this year.

 

Matt: Wants to do another bid for the siding of the city hall building.

 

Police Report:   Officer Martinez has made 34 contacts for the month of April.

 

Maintenance report:  Doug Thompson gave his report for the month of April stating that he was able to get a bid for the settling building but the insurance won’t cover it.  He and Matt redid the plumbing and the pipes are straight.  They have been hauling a lot of gravel and fixed ½ mile and the cemetery road.  Doug asked about shutting off delinquent accounts.  The council said he can shut off anyone that has a total of $190.00, (two months) or higher.  He dug 1 grave and they have taken care of the chlorinator.  They will be spraying the cemetery and ponds.

 

Office Report:  Clerk Smith reported that there are 11 delinquent water and sewer accounts for the month of April.  The question was asked on how to advertise the water bond.  The decision was made to send a letter.

 

The chair entertained a motion from councilmember Matt Argyle, the council approve checks and vouchers for the month of April 2019 in the amount of $20,435.66 in the general fund, $14,476.85 in the water fund, $18,898.61 in the sewer fund with all funds totaling $53,811.12. Councilmember DeLoy Kunz  seconded the motion. All were in favor and the motion carried the council.

Minutes from the March 15, 2019, regular council meeting were read. The chair entertained a motion from councilmember DeLoy  Kunz  the council approve the minutes as read. Councilmember Matt Argyle seconded the motion.  All were in favor and the motion carried the council.

Cole Smith entertained the council with a detail of payments for the Land Crop that Smith 3 Mile Dairy and the City of Georgetown share. A 50/50 lease agreement has been made between the two since 2014. The council  made a motion to have a year to year contract.  Councilmember Greg Kunz made a motion to accept this agreement.  Councilmember DeLoy Kunz seconded the motion.  All were in favor and the motion carried the council.  Adam will draw up the contract.

The council reviewed the backhoe agreement and accepted the agreement. Council member Greg Kunz said the agreement is good.  Councilemember  Matt Argyle made a motion to accept.  Councilmember Marty Nate seconded  the motion.  All were in favor and the motion carried the council.

Adam is revising the dog ordinance to reflect the County ordinance as well. The sheriff suggested this because when they respond, they aren’t familiar with the city’s ordinances.  The advantage is that the dog ordinances will be uniform so the officers responding to any situations will be the same.  The council was in favor to accept Bear Lake County’s  dog ordinance.  Adam is going to talk to Kelly Stuecklen’s attorney and when he does, he is telling them the dogs have to be removed from the city immediately.  Councilmember Greg Kunz made a motion to accept this and Councilmember DeLoy Kunz seconded the motion.  All were in favor and the motion carried the council.

The Bond Election ordinance has been published in the paper and the clerk has the information to get the ballots ready for the election in May. This water bond will NOT change the water/sewer prices for Georgetown.

Kevin Martin, from Sunrise Engineering, brought the application from DEQ to review and get it approved. As soon as the election occurs in May, then they can proceed and start getting bids, etc.  They are planning to start construction in July.  Other meetings won’t be necessary to accept things and move forward.  The Army Corp of Engineers are requiring an application to go across the road.  The ball park is at $3000 to get this done.  The chair entertained a motion from councilmember Marty Nate to let Kevin Martin fill out this application.  Councilmember Matt Argyle seconded the motion.  All were in favor and the motion carried the council.

The Budget Hearing dates were set for the 2018-2019 Fiscal Year. Councilmember Matt Argyle made the motion to hold the Budget Hearing on Tuesday, September 3, 2019 for Fiscal Year 2018-2019. Councilmember DeLoy Kunz seconded the motion. All were in favor and the motion carried the council.

Matt: The dates need to be figured out when the crack sealing will be done on Stringtown.

Marty: Asked about having a Saturday Clean up again on April 27, 2019 at 10:00.  Council said yes.

* Discussed having a service project to improve the park sandbox and ground cover around the slide.

* Discussed a bid for the park and cemetary mowing.  Also, the park and cemetary need their weeds sprayed.

Greg: Discussed getting the siding done on the city hall.

Police Report:   Officer Martinez has made 21 contacts for the month of March.

Maintenance report:  Doug Thompson gave his report for the month of March stating that he and Matt tried the 2-way radios and they didn’t work.  They will try the fire ones now and look into other options.   The county is going to chip seal  Stringtown.  He will check in to getting a chip seal machine to rent.  It is exactly 2 miles.  He has been checking into lifting the chlorination building back up.

 Office Report:  Clerk Smith reported that there are 16 delinquent water and sewer accounts for the month of March.  Mentioned an Easter Egg Hunt, but the council said we weren’t doing one this year.

The chair entertained a motion from councilmember Greg Kunz that the council approve checks and vouchers for the month of March 2019 in the amount of $12,621.44 in the general fund,  $21,250.72 in the water fund, $12,708.08 in the sewer fund with all funds totaling $46,580.24. Councilmember DeLoy Kunz seconded the motion. All were in favor and the motion carried the council.

The chair entertained a motion from Councilmember Matt Argyle the council accepts the published agenda. Councilmember Greg Kunz seconded the motion. All were in favor and the motion carried.

Minutes from February 5, 2019 regular council meeting were reviewed.  The chair entertained a motion from councilmember Marty Nate to accept the minutes as reviewed.  Councilmember Matt Argyle seconded the motion.  All were in favor and the motion carried.

Mayor Steve opened up a discussion to review the dog ordinance and people’s concerns and comments. The community was then allowed to discuss situations they’ve encountered with two dogs that have been loose in the city of Georgetown.   The community expressed their concerns and then Adam, the city’s attorney, said that the city may want to amend the ordinance and redefine what a vicious dog is and what penalties should be applied.  Some of the suggestions are as follows:

*Make it a big dollar amount if dogs are caught roaming around

*Enforce the rule of animals being contained and on leashes

*Enforce identification of who the animal belongs too, wear tags, etc.

*Have vicious animals removed from city limits

*Have a massive insurance on dogs

*Grade the level  of viciousness

The city attorney is going to draft an ordinance for vicious dogs to be reviewed at the next city council meeting.

The chair entertained a motion from Councilmember Marty Nate to send a letter to the owner of the dogs that she has so many days to remove the dogs from city limits.  Councilmember Matt Argyle seconded the motion.  All were in favor and the motion carried.

Anthony Valles presented a plan to the council to have a convenience store in Georgetown. The council told him some steps that he would need to take. He will report back to the council when this has been acted upon.

Adam went through the water bond, ordinance # 95 with the council. Councilmember Greg Kunz made a motion for the Mayor to sign the water bond.  Councilmember Marty Nate seconded the motion.  All were in favor and the motion carried.

Police Report: Officer Martinez made 25 contacts for the month of February.

Maintenance Report: Doug gave his report for the month of February and he has plowed and sanded the roads.  The county had to come out and clean Stringtown Road.  He has dug one cemetary plot this month.

Office Business:   There were 16 delinquent water and sewer accounts for the month of February.

February 18, 2019 – Planning & Zoning Committee Meeting Minutes

 Those Present: Jordan Rasmusson, Suzann Parrish, Eric Christopherson and Mary Nate.

Meeting called to order:              7:00 pm

The committee reviewed portions of Ordinance # 27. Options of lot sizes were discussed;  ½ acre, 1/3 acre, square footage, or percentage of building size to lot size.  The committee discussed the relevance of having two residential zones versus just one.  Development issues were discussed and the impact they would have on the infrastructure of the City.  The next meeting was scheduled for 18 March 2019 at 7:00pm at City Hall.  Members of the committee were asked to review Ordinance # 27 and highlight parts that they felt still pertained to the community.  They were also asked to research ordinances from other areas and bring with them their ideas to be written in the new ordinance.

Meeting was adjourned around 8:30 pm.

February 28, 2019 – Special Meeting

Those Present:  Doug Thompson, Marty Nate, DeLoy Kunz, Greg Kunz, Steve Waechtler, Matt Raczack, Kevin Martin and Ryan Erickson from Sunrise Engineering

Meeting called to order:  7:00 pm

Kevin and Ryan reviewed with the council members and maintenance employees the different options for the renovation of the chlorination building. After discussing with the council members, the pros and cons of the options, the Mayor suggested Doug and Matt make a visit to the Paris chlorination building that Sunrise had designed and helped put into operation.  Kevin and Ryan will obtain more information on some of the equipment suggested for the City’s building.  The council, after reviewing the options, was more interested in Option #4, but felt they needed more information on the Altitude Control Valve and cost of the power supply to the building.  Kevin and Ryan will report back to the council on their findings.

The water bond issue was discussed. Kevin will contact Adam and make sure publication of the bond is getting ready for print for the May election.  Another public meeting was suggested so citizens were aware of the bond and what it would encompass;  failure to pass the bond would push the water line construction back another year.

Those Present: Matt Argyle, Greg Kunz, Marty Nate, Mayor Steve Waechtler, Maintenance Supervisor Doug Thompson, Maintenance Worker Matt Raczak, City Clerk Lynette Smith, Deputy Clerk Amber Smith, Jeff Cundick with BLM, Lorie Hammon with J.R. Simplot, Chad Gentry with Smoky Canyon Mine, Bill Stout Project manager for BLM, Bryan Fuell District Ranger of Forest Service and about 75 residents

Meeting called to order:              7:05 pm                                Invocation:         Mayor Steve Waechtler

Presentation from BLM, Simplot, and Forest Service for the implementation of the Dairy Syncline Mine. It was proposed that Stringtown Road be the entrance to the mine. The mine would be centered right on Green Basin.  An Environmental Impact Statement has been prepared and is available to all public.  The public has until February 21st, to submit their comments and concerns.

Some of the concerns of the public are:

  • The road is too narrow to have two lanes
  • The habitat of animals and protection of the crick
  • Families living on Stringtown Road
  • Speeding that occurs on this road
  • Damage to the road from these heavy vehicles

Suggestions were made to look at using the old railroad rightaway, to get a bond to fund a full time officer, traffic lights and flashing speed signs installed, and speed bumps. Lorie assured us that they would maintain the road and install flashing speed limit signs.

This proposition is in the study stage now. They hope to have it completed by February 2020 and then Simplot would move forward with the construction afterwards.

The Council entertained a motion from councilmember Marty Nate to approve the published agenda and was seconded by councilmember Matt Argyle. All were in favor and the motion carried the council.

Clerk Smith proceeded with reading the minutes from January 7, 219 and councilmember Matt Argyle made the motion to accept the minutes as read with,  Councilmember Greg Kunz seconded the motion. All were in favor and the motion carried the council.

The council reviewed the progress report from Sunrise Engineering.

Mayor Steve Waetchler brought up the safety of the employees being somewhere that has no service. 2 way radios were proposed and so there will be a trial with the fire department radios and then a purchase of the radios will occur.

 Police Report: There were 24 contacts for the month of January.

Maintenance Report: Doug has been busy  plowing the roads.

Office Business:   There were 20 delinquent water and sewer accounts for the month of January.  New tax forms for withholding were given to each councilmember.

The chair entertained a motion from Councilmember Matt Argyle for the council to approve checks and vouchers for the month of January 2019 in the amount of $13,601.40 in the general fund, $19,238.74 in the water fund, and $64,190.88 in the sewer fund, with all funds totaling $97,031.02. Councilmember Marty Nate seconded the motion.  All were in favor and motion carried the council.
