June 2019 Council Meeting

June 4, 2019

 

Those Present:  Matt Argyle, Greg Kunz, Marty Nate, Clerk Amber Smith, Doug Thompson, DeLoy Kunz, Mayor Steve Waechtler, Matt Raczak, Joe DeClark, Sandra Donato, Gary & James Teuscher

 

Meeting called to order:  7:05 pm                            Invocation:  Mayor Steve Waechtler

 

The chair entertained a motion from councilmember Marty Nate that the council accepts the published agenda.  Councilmember Greg Kunz seconded the motion.  All were in favor and the motion carried the council.

 

Minutes from the May 7, 2019, regular council meeting were read. The chair entertained a motion from councilmember Matt Argyle, the council approve the minutes as read. Councilmember Greg Kunz seconded the motion.  All were in favor and the motion carried the council.

 

Gary and James Teuscher came for the 2018 Audit. They said that everything was good. They reviewed the audit and there were no complaints. The City controls their money really well.

Sandra Donato came and has 10 acres that she wanted to annex into the City. She wants to have 2 acre lots. The council directed her to go to the County and see what they have to say because the City has no jurisdiction. It is timely and costly.

Marty Nate made a motion to make the fee for a kennel permit $100.00. DeLoy Kunz seconded the motion. All were in favor and the motion carried.

Joe DeClark presented an idea for the use of a hydro generator to run the chlorination system. Put the use of water to run our power so the City could save money. If the power goes out, you will still have it run because the water is running it. The council is interested and is going to do some research.

Marty: Wants to have a meeting with the Forest Service and DEQ to talk about animals ranging that contaminates the water. It’s our responsibility to protect our citizens. The council will have Lynette arrange this meeting in the next 2 weeks. She also asked why can’t Matt Raczak have PERSI? He is doing the mowing and is getting more hours. The council agreed. Marty Nate made the motion to give Matt Raczak more hours and get him PERSI! DeLoy Kunz seconded the motion and the motion carried. Planning and Zoning want to raise the building permit fee. The council said to have P&Z discuss it and then let the council know. Twin Creeks is July 6th. Georgetown 1st Ward will do breakfast and Georgetown 2nd Ward will do dinner. The Parks is removing the mulch and putting in sand. Young Men and Young Women from both wards will do this. Marty knows a guy that does siding and she wants him to come do a bid for the log cabin look. The council said to get a bid.

DeLoy: Senior Citizen Center is struggling to keep the home delivery meals going. Wondering if the City could donate some money. Steve said he and Mary have talked to businesses so they are doing each month. Marty made a motion to donate $500 for the month of August. DeLoy seconded the motion. All were in favor and the motion carried.

Steve: Idea of having the City donate a scholarship each year. Criteria that it has to stay within the boundaries of Georgetown, Nounan and Bennington. $1000 each year! Can split it into 4 kids.

Police Report:   Officer Martinez has made 32 contacts for the month of May.

 

Maintenance report:  Doug Thompson gave his report for the month of May and stated they went on a trip to Paris and looked at the valve at the chlorination building. The valve worked great and why not put it on an open chamber? They’ve been taking care of marking for DigLine and working on getting the chip seal on Stringtown.

 

Office Report:  Clerk Smith reported that there are 13 delinquent water and sewer accounts for the month of May.  People are buying their dog licenses but some aren’t showing rabies. Council said to have them show it because it’s for their protection too! Andrea Johnson wants to know if she can just pay for the water, not sewer. She is moved out and just wants to water the lawn. The council said she could just pay water. The council said to hold off on signing the Rocky Mtn Power contract to see what they think and find about Joe’s hydro idea.

 

The chair entertained a motion from councilmember Matt Argyle the council approve checks and vouchers for the month of May 2019 in the amount of $12,700.39 the general fund, $6,815.21 in the water fund, $14,773.05 in the sewer fund with all funds totaling $34,288.65. Councilmember Marty Nate seconded the motion. All were in favor and the motion carried the council.

 

The chair entertained a motion from councilmember Greg Kunz that the council adjourn from the June 2019 council meeting at 9:40 pm. Councilmember Marty Nate  seconded the motion. All were in favor and the motion carried the council.
