The City will be hosting a Trunk or Treat at the City Park on October 31st at 5:00 pm.
Elections will be held at the LDS Cultural Hall on November 3rd from 8:00 am – 8:00 pm instead of at the City Hall for more room to social distance.

Meeting called to order: 7:00 pm Invocation: Shane Clark
The Council entertained a motion from councilmember Greg Kunz to approve added agenda items of The Crockett’s to discuss hooking up to City Services outside of City limits. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.
The Council entertained a motion from councilmember Marty Nate to approve the published agenda and was seconded by councilmember DeLoy Kunz. All were in favor and the motion carried the council.
The minutes from August 4, 2020 were read aloud by Clerk Smith. There was a correction for the gravel pit to be listed as outside of town not in town. Councilmember Greg Kunz made the motion to accept the minutes as read with the correction. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.
The chair entertained a motion from councilmember Greg Kunz for the council to move into Public Hearing for the purpose of accepting the proposed budget for Fiscal Year 2020-2021 as well as Public Hearing for the new building permit fees. Councilmember DeLoy Kunz seconded the motion and a roll call vote was taken and is as follows: DeLoy – yes, Tee – yes, Greg – yes, Marty – yes. The floor was then opened for public comment either verbally or by written notice. The office did not receive any written comment about the proposed budget and no one came forth to offer their opinion about the budget. Katana Sorensen came to the Council and asked for more specifications for defining remodels, new construction, removing or replacing or having different levels such as basic permit, remodel permit and a new construction permit and suggested having standards for each level. Councilmember Marty Nate said a remodel would be considered as an increase in living space square footage. No other citizens or councilmembers had further comment. The office did not receive any written comment about the proposed increase in building permit fees either. The chair entertained a motion from councilmember Marty Nate for the council to close the public hearing and move back into the regular meeting. Councilmember Greg Kunz seconded the motion and a roll call vote was taken and is as follows: DeLoy – yes, Tee – yes, Greg – yes, Marty – yes. The appropriations ordinance listed as Ordinance #101, for Fiscal Year 2020-2021, was read in its entirety by Clerk Smith. Ordinance #102, an Ordinance for increasing Compensation for Elected Officials was read in its entirety by Clerk Smith. The chair entertained a motion from councilmember DeLoy Kunz to accept the new ordinance. Councilmember Greg Kunz seconded the motion and a roll call vote was taken and is as follows: DeLoy – yes, Tee – yes, Greg – yes, Marty – yes.
Resolution #2020-01, setting increased fees for building permits was tabled until a future meeting when there can be more research done on definitions for basic, remodels and new construction and time allows for another public hearing.
Zach and Janelle Crockett came before the council to see about the possibility of hooking up to the City’s water and sewer services and a possibility of being annexed into the City limits. They are purchasing land from his Grandma Geraldine Simmons but have found some stipulations from the County about how many acres there has to be to have a well, etc. and with those stipulations they can’t purchase her full 2 acres. They would be building about 350 feet from Jeff Smith’s and his property is in City limits and is on City services. The Council suggested that they look into more details about the process of an annexation and cost for both homes and Shane will talk to Doug about how much it would cost to run a line down to the their property and weigh our options.
Katanna Sorensen asked if there was a way to accept automatic payments online or a way to check balances online. Lynette reported that there is not without it being a significant cost to the City but there is always the free bill pay option through your banks institution.
Councilmember DeLoy Kunz would like to see the website updated, office hours posted and wondering how the Planning & Zoning Ordinance was coming along. He also commented that the Facebook Group page was supposed to be a place for the City to post notices and not for everyone to post things that are for sale.
Councilmember Greg Kunz has received some complaints about citizens firing shots within City Limits. Lynette found that Ordinance #4 addresses peace and quiet and shooting in City limits. She will post a reminder at the Post Office and on the Facebook group for everyone to see as to not single out anyone and we’ll see what kind of response we get.
Councilmember Marty Nate reported that the Movies in the Park are done for the summer and they will do it again next year because it seemed to be enjoyed by the community. She would like letters sent out to Dave Denton and Adrien Smith again to clean up their properties because of fire hazards. She spoke with Vaughn Rasmussen about speed signs throughout the City and he said the County could help with 1 or 2 and it was suggested to talk to Simplot about helping with the cost of some signs. Marty will also call DeLoy Romrell about help from the State if we had some installed along the highway and Main Street. She addressed the thistles at the cemetery again. Shane will follow up with Chuck about when he can come back out and take care of them again.
Police Report: There were 30 contacts for the month of August.
Maintenance Report: Shane gave his report for the month of August and stated that he and Alan arranged for some paving out front of the City Hall building. Shane will call the guys doing the construction on the Summit highway project to see if they would have left overs to fix our corner that was shorted of asphalt. They are using the new chlorinator building and have moved all of the chlorine up there. They took the big City of Georgetown sign down and took into Burgoyne’s to get sanded and painted and it should be coming back soon. He is going to go to a class in Ammon next week. They fixed the flashing lights for the school and may need to look into updating the timers and battery because it is already out of date.
Office Business: There are 26 delinquent water and sewer accounts for the month of August. The coupon books got mailed out to everyone finally along with an updated statement of their accounts.
The chair entertained a motion from Councilmember Marty Nate for the council to approve checks and vouchers for the month of August 2020 in the amount of $11,657.84 in the general fund, $118,878.85 in the water fund, and $16,095.20 in the sewer fund, with all funds totaling $146,631.89. Councilmember Tee Steadman seconded the motion. All were in favor and motion carried.
The chair entertained a motion from Councilmember Marty Nate that council adjourns from the September 2020 council meeting at 9:15 pm. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.
