May 2019 Council Meeting

Those Present:  Matt Argyle, Greg Kunz, Marty Nate, Clerk Amber Smith, Doug Thompson, DeLoy Kunz, Mayor Steve Waechtler, Matt Raczak, Brent & DaNae Peterson, Rhonda Vonseggern, Joe DeClark, Tyler Sorenson, Kevin Martin, Bruce Olenick, Andrew Fellows, Trina Burgin, Tom Hepworth

 

Meeting called to order:  7:03 pm                            Invocation:  Councilmember Marty Nate

 

The chair entertained a motion from councilmember Matt Argyle that the council accepts the published agenda.  Councilmember Greg Kunz seconded the motion.  All were in favor and the motion carried the council.

 

Minutes from the April 2, 2019, regular council meeting were read. The chair entertained a motion from councilmember Matt Argyle, the council approve the minutes as read. Councilmember DeLoy Kunz seconded the motion.  All were in favor and the motion carried the council.

 

The DEQ team came and presented reasons why they have made decisions for our water system. Bruce Olenick, stated they are making sure our water system is good and working.  Over time, there are things that have an impact and need to be dealt with.  Tom stated that the E.coli is what they worry about.  Greg Kunz stated that the peak season is July and August and we don’t have run off then.  Doug wondered about earthquakes causing some problems.  Joe DeClark said all water coming down from the canyon is underground.  The DEQ stated that there is no way to stop chlorinating; this keeps the water safe.

 

DaNae Peterson asked the council for permission to split their land by the cemetery. The council said yes.

 

Kevin Martin stated that the plans for Sunrise Engineering have been reviewed. He expressed some different options of valves.  Council wants Kevin to look and get exact costs and get back with them.  Steve said we will not do anything to raise the water rates!

 

The council reviewed the new dog ordinance # 97. Marty Nate made a motion to adopt the new dog ordinance.  Greg Kunz seconded the motion.  All were in favor and the motion carried the council.

 

Marty:  Concerned about the mowing of the cemetery and park.  The decision was made to have Matt Raczak take over and mow those lawns.  Her achievement day girls want to take care of flower planters this year.

 

Matt: Wants to do another bid for the siding of the city hall building.

 

Police Report:   Officer Martinez has made 34 contacts for the month of April.

 

Maintenance report:  Doug Thompson gave his report for the month of April stating that he was able to get a bid for the settling building but the insurance won’t cover it.  He and Matt redid the plumbing and the pipes are straight.  They have been hauling a lot of gravel and fixed ½ mile and the cemetery road.  Doug asked about shutting off delinquent accounts.  The council said he can shut off anyone that has a total of $190.00, (two months) or higher.  He dug 1 grave and they have taken care of the chlorinator.  They will be spraying the cemetery and ponds.

 

Office Report:  Clerk Smith reported that there are 11 delinquent water and sewer accounts for the month of April.  The question was asked on how to advertise the water bond.  The decision was made to send a letter.

 

The chair entertained a motion from councilmember Matt Argyle, the council approve checks and vouchers for the month of April 2019 in the amount of $20,435.66 in the general fund, $14,476.85 in the water fund, $18,898.61 in the sewer fund with all funds totaling $53,811.12. Councilmember DeLoy Kunz  seconded the motion. All were in favor and the motion carried the council.

 

The chair entertained a motion from councilmember Matt Argyle that the council adjourn from the May 2019 council meeting at 10:00 pm. Councilmember Marty Nate  seconded the motion. All were in favor and the motion carried the council.
