Meeting called to order:              7:00 pm                                Invocation:         Mayor Steve Waechtler

The Council entertained a motion from councilmember DeLoy Kunz to approve the published agenda and was seconded by councilmember Greg Kunz. All were in favor and the motion carried the council.

The minutes from May 4, 2021 were read aloud by Clerk Smith. Councilmember Tee Steadman made the motion to accept the minutes as read. Councilmember Marty Nate seconded the motion. All were in favor and the motion carried the council.

The Financial Audit for Fiscal Year 2019-2020 was tabled until the next meeting.

Jake Smith came before the council to present his idea for a senior project. He spoke with Shane about things that needed done and settled on making a map/directory for the cemetery with a lock and plexiglass and add a cover over it. He provided a picture to be similar to his idea. He asked where to put the map. It was suggested to put to the left when you enter the cemetery on the corner or it used to be in the center next to the flag pole. He will talk with Fred Wells that builds all of the Forest Service signs and figure out if wood or metal will be best and figure out what materials will cost and what he needs. The Mayor also said that he would help contribute funds as a local business. Councilmember Marty Nate made the motion to approve his Senior Project and to use City funds for the project. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.

Clerk Smith reported that letters have been sent out to citizens to clean up their properties. Lewis Young came and cleaned his yard and will be coming to upkeep more often now that he is retired. Dave Denton also cleaned up his too but could still do some more with the wood and trees, etc. Lynette will send another letter addressing those. Andrea Johnson wants to continue to pay for just water to upkeep her yard as well. Adrien Smith is planning to come in July and take care of his yard. Brent Kunz is still concerned about the hedges growing. Adam said that he could send a letter to give him x amount of days because if it is in the City right of way, the City has more control to remove as they are a safety hazard.

The Mayor read through the entire Ordinance #100 to review for the amendment. Adam will work an amendment that says must keep doing substantial work on the property. Those that like to go south for the winter would still need to come into the office and get a temporary use permit and pay a fee. Adam clarified that our Ordinance already states that you can’t live in a trailer and hook to City services. Adam will draft a letter to the homes/citizens that are not in compliance. The Mayor and councilmember Marty Nate will visit with the two residences about living in their trailers and find out their situations for living in a trailer before Adam sends the letters.

The Animal Control Ordinance Draft was discussed, and Adam is worried about it having too many restrictions and revise the nuisance language. He suggested to have a list of requirements to have animals and leave it at that. State Statutes already address nuisances with smell, noise, etc. Adam will work on and have a draft prepared for the July meeting.

Councilmember DeLoy Kunz asked for Shane to spray the dyer’s woad in town.

Councilmember Tee Steadman asked if Officer Martinez could go and have the car parked on Hayes lane removed.

Councilmember Greg Kunz suggested that the fire hydrant up Stringtown needs to be replaced. Shane will get with IRWA about help to replace it.

Councilmember Marty Nate discussed plans for Twin Creeks and the City will continue to do the luncheon. Lynette will call and order 175 sandwiches. Andy & Mandy Smith are taking entries for a corn hole tournament. Curtis McKinney will raise the flag and Andy Nelson will be the entertainment that evening. There will also be a Movie in the Park on the 9th to kick off the festivities.

 

Police Report:  There were 27 contacts for the month of May.

 

Maintenance Report: Shane gave his report for the month of May and stated that he and Alan have fixed the sandbox, been doing work at the cemetery and will mow along Stringtown the end of the month. He also had concerns about spring running low this time of year and doesn’t want to see the City have to go to water rations but thinks we all need to be conscious about conserving water and don’t water what doesn’t need to be.

Office Business:   There are 10 delinquent water and sewer accounts for the month of May and Lynette will be out of the office the end of June because she will be taking her son, Duke to the National Jr. High Finals Rodeo in Iowa.

The chair entertained a motion from Councilmember Marty Nate for the council to approve checks and vouchers for the month of May 2021 in the amount of $13,348.22 in the general fund, $6,958.25 in the water fund, and $18,944.50 in the sewer fund, with all funds totaling $39,250.97. Councilmember Tee Steadman seconded the motion. All were in favor and motion carried.

The chair entertained a motion from Councilmember Tee Steadman that council adjourns from the June 2021 council meeting at 9:45 pm. Councilmember Marty Nate seconded the motion. All were in favor and the motion carried the council.

May Council Minutes

The Council entertained a motion from councilmember Greg Kunz to approve the published agenda and was seconded by councilmember Tee Steadman. All were in favor and the motion carried the council.

The minutes from April 14, 2021 were read aloud by Clerk Smith. Councilmember Marty Nate made the motion to accept the minutes as read. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.

Councilmember Marty Nate made the motion to leave the regular meeting and go into public hearing and the motion was seconded by Greg Kunz. A roll call vote was taken and is as follows: DeLoy – yes, Tee – yes, Greg – yes, Marty – yes. The Mayor read through the current Resolution #001-2011 from May 3, 2011 and the proposed Resolution #2021-01. Councilmember Marty Nate clarified that the increased fee of $500 wouldn’t begin until after the building permit expires after the initial 120 days, then another $500 for 6 months would be charged after that. The floor was then opened for public comments.

  • Layne DeClark commented that 120 days is a short time frame to get a house built and we have a short building season of good weather here anyway.
  • Tim Neuman asked about part year residents and snow birds that want to park an RV for summer months on their property if they would be charged the $500 fee as well.
  • Councilmember Marty Nate suggested adding an Amendment to Ordinance #100 for part year residents for that purpose and clarified that this Resolution is pointed mostly at those that are trying to live in an RV while building a permanent home.
  • Brent Kunz asked about the building permit fee for re-roofing his home and how much that would cost. He was told that he would not need a permit for that and his fee would be $0.
  • The council wanted the 6 months’ time period added back into the Resolution to reside in during building and that upon request an addition 6 month period could be granted for a $500 fee.

Councilmember Marty Nate made the motion to leave the public hearing and go back to the regular meeting. Councilmember Tee Steadman seconded the motion and a roll call vote was taken and is as follows: DeLoy – yes, Tee – yes, Greg – yes, Marty – yes. Councilmember Marty Nate made the motion to approve Resolution #2021-01 for an increased fee of $500 for temporary use permits with the added in 6 month corrections. Councilmember Tee Steadman seconded the motion. All were in favor and a roll call vote was taken and is as follows: DeLoy – yes, Tee – yes, Greg – yes, Marty – yes.

The Animal Control Ordinance Draft was discussed again and Paul Miller stated that he has done more research and found the original ordinance was done in 1957 and pigs were banned then when we had around 8 dairies in operation and were more of an ag community. We’re not as deep into ag anymore and so he feels that pigs should still be banned in an R-1 district. He also stated that 150 ft from your neighbors is still not enough distance to get away from the smell when they’re not properly cared for. He feels if you have County property and enough acreage to hold pigs then that is fine. The Council discussed adding a section in the Ordinance for it to be a Conditional Use Permit to have pigs and a minimum acreage or to have pigs you have to meet a certain criteria. It was questioned why the need for the changes to the Ordinance now and councilmember Marty Nate stated that it needs to be its own Ordinance so that it’s easier to find vs. now it is embedded within the Planning & Zoning Ordinance. Councilmember DeLoy Kunz made the motion to send the draft to the City Attorney for him to put into Ordinance form and to add a section for criteria for having pigs. The motion was seconded by Tee Steadman. All were in favor and the motion carried the council.

Layne DeClark came before the council for approval of his building permit. He is purchasing the trailer house that has been at the Country Corner and said that he checked with the County about his plans and Wayne Davidson thought it should be ok if it were in the County jurisdiction and so being in the City should be fine too. The council just expressed that it needs to follow the requirements of being on a foundation, re-pitching the roof, new siding, 1,000 sqft of living space and it is done in a timely manner and looks good then he has their approval.

Brent Kunz had a question for the Council about addressing the fire hazard at Adrien Smith’s, which is next to his home. He would like the place cleaned up along with the trees being trimmed that are in the City Right of Way as they also produce a hazard for visibility right now. Shane and Alan will find a time to take care of the trees. Lynette will get a letter sent to Adrien along with Dave Denton and Lewis Young about cleaning up their properties too, or we will have Adam the City Attorney send a letter so they take care of before fire season is upon us.

The Senior Parade will be on either the 24th or 20th of May since the kids are graduating on the 27th. It will be at 6:00 pm and hot dogs after at the Park. Hayley White is helping Marty to coordinate the event and will find out how many seniors we have. Marty will send letters to the seniors to invite them to the parade and post flyers around the town and she and Hayley will get the food gathered as well.

Councilmember Tee Steadman would like to know who will go and visit and follow up with the citizens that are currently living in RV’s in the City. The Mayor and Marty will get together in the next week and go pay them a visit.

Councilmember Marty Nate reported that she has contacted Tyler Williamson to add some vinyl lettering to the large window in the City Hall for some signage. It will cost about $180.00.

Police Report:  There were 28 contacts for the month of April. Officer Martinez was notified of a sale on ammunition that is special just for law enforcement and so we loaded up on ammo to last him the rest of his career here.

 

Maintenance Report: Shane gave his report for the month of April and stated that he and Alan have been busy at the cemetery digging graves and seeding the grass and building them up to be ground level now the winter frost is gone. The water SCADA system will be fixed next week. They will be working on getting the seepage tests ready for the next month. They have been starting summer work and getting things ready and have mowed the Park. The Mayor suggested to see if the youth in the wards and the single adults branch would be interested in some service projects to help get the cemetery prepared for Memorial Day and helping to clean up afterwards. Jake Smith contacted Shane about a Senior Project and Shane gave him a couple of ideas but thinks Jake will be building a board for up at the Cemetery with everyone’s names listed with a map.

Office Business:   There are 15 delinquent water and sewer accounts for the month of April. There is a conflict with the next meeting date for the 1st of June and so it will be rescheduled for June 2nd or the following week. Lynette will stay in touch with everyone about when it will be.

The chair entertained a motion from Councilmember Greg Kunz for the council to approve checks and vouchers for the month of April 2021 in the amount of $14,432.21 in the general fund, $6,276.54 in the water fund, and $18,565.77 in the sewer fund, with all funds totaling $39,274.52. Councilmember Tee Steadman seconded the motion. All were in favor and motion carried.

April Council Minutes

May 5th, 2021

The Council entertained a motion from councilmember Greg Kunz to approve the added agenda item of approval of a building permit for Larrylynn Smith and was seconded by Tee Steadman. All were in favor and the motion carried the council. The Council then entertained a motion from councilmember Marty Nate to approve the published agenda and was seconded by councilmember Greg Kunz. All were in favor and the motion carried the council.

The minutes from March 10, 2021 were read aloud by Clerk Smith. Councilmember Marty Nate made the motion to accept the minutes as read. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.

Councilmember Greg Kunz presented the building permit for Larrylynn Smith. She would like to add a carport/garage to her property, and it would be portable. She wants it off of her sidewalk where she parks now but it would only be 10 ft from the road and in the City right of way. Shane had some concerns about plowing snow and that it is tight for snow removal along that street already. Councilmember Tee Steadman expressed concerns about how far off we require others along Stringtown and other roads to be parked off of the right of way and that we need to keep consistency throughout the whole town. It was decided that she is welcome to put up a carport but that it would need to be at least 8 ft off the right of way like everywhere else.

Susan Dilworth came before the Council and represented the Emergency Preparedness Committee of the Community. The committee figures that we have about 225-250 homes between Georgetown, up the canyon and in Nounan. The committee would like some help from the City to make copies and laminating costs up to about $250 to get notices out and for supplies for Emergency Preparedness. They will be making 72-hour kits and first aid kits. They would like to use the easel sign to put out notices when they will have their kit making nights. Councilmember Marty Nate made the motion to spend $250.00 to Kelle Kropushek for Emergency Preparedness supplies. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.

Loren Dilworth came before the council requesting approval for a building permit to build a new home on Solum Lane and east of his parents. He has been in contact with the Army Core of Engineers to cross the creek for water and sewer services with special conditions to be 2 ft below the creek bed and he will probably have to install a lift station. Shane and Alan went and measured in the manhole and it is 9 ft. 4 in. to the connection point. The council commended him for doing his homework and that he will be approved for his building permit after he gets approval from the Army Core of Engineers and the State of Idaho and the property has been deeded to him. Councilmember Marty Nate requested that he be very specific on his diagram and have it staked out on the property of where exactly the house will be.

A building permit application for Layne and Ada DeClark was presented to the Council. The Mayor said that he is wanting to use a trailer house and will pitch a roof to meet manufactured home requirements and he will put it on a foundation and turn into a partial double wide with a covered porch. Councilmember Marty Nate pointed out that the requirements are that it must be 20 ft wide and 1000 sqft of livable space and siding that would need to be completed this year. The permit approval was tabled until the next meeting when Layne or Ada can come and explain more of their plans and answer questions.

The Animal Control Ordinance Draft was discussed and there were a few citizens present to discuss their concerns about changes in the Ordinance. Paul Miller expressed his concerns about the smell of pigs and having close neighbors able to have pigs and he didn’t like that idea. Councilmember Tee Steadman expressed that we are still an ag community, and he would like to see it stay that way. It was suggested to maybe get permission on either side of the property within 150 ft, if they are wanting to have pigs or other stinky animals. Councilmember Marty Nate strongly expressed that the City does not want to manage people’s animals. Although, the City is leery of irresponsible owners. The draft was tabled until another meeting.

The Mayor reported that Simplot has said that they will help to pay for some more traffic control along Stringtown and he expressed again that the City Facebook page is meant to be an information center to get word out to our citizens and not a complaint center.

The Temporary Use Permit Fee was discussed, and councilmember Marty Nate suggested that the fee for it be raised since we have raised the building permit fees as well. It was suggested to set the fee high so that people don’t dwell for long periods of time in their trailers and to treat it as a rental fee. Councilmember Marty Nate made the motion to add to the agenda next month a public hearing to increase the fee from $25 a month to $500 per month for temporary use permits. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.

Councilmember Marty Nate discussed plans for Twin Creeks days and said she and her committee are still moving forward with July 10th. They will have bounce houses coming and 1st Ward will take care of the breakfast and 2nd Ward will take care of the dinner and the City will provide the lunch. She would like to have a talent show during the dinner and is having Andy Nelson and his brother come for the entertainment that night. The Mayor would like to see the tradition be kept and so it was suggested to have the Mayor and/or Veteran’s to raise the flag that morning. Marty is planning for a Movie in the Park on July 9th and then Twin Creeks on July 10th.

The cleanup days were discussed and set for the weekend of April 30th and May 1st. The Mayor will coordinate with the Henning’s to get 2 garbage and 1 metal can out here during those days and councilmember Marty Nate will make and put up the flyers around town.

Councilmember Marty Nate made the motion to set the budget hearing date for September 7th. Councilmember Greg Kunz seconded the motion. All were in favor and the motion carried the council. The budget workshop will be in August.

Councilmember Marty Nate reported that elections will be held on May 18th and she will hold it back in the City Hall instead of the church. She would like to add stuff to the park to play on for the kids this summer and get the sand diggers in. There needs to be more sand in there and she wants to add a climber dome. She will order blinds for the City Hall and is getting a sign painted for the City Hall.

Police Report:  There were 25 contacts for the month of March.

 

Maintenance Report: Shane gave his report for the month of March and stated that he and Alan have been digging a grave at the cemetery and preparing for spring and summer by cleaning up the winter stuff and putting the plows away. The SCADA system at the water tanks is down and so they have been checking the tanks the old-fashioned way. There was a water leak in town that they fixed quickly before anyone knew the water was off and they have a cremation coming up this weekend. He would like to tell the Dilworth’s when building their new home to have the water and sewer hookups installed by their contractor.

Office Business:   There are 13 delinquent water and sewer accounts for the month of March. She also reported that she has to upgrade her QuickBook’s or the Payroll function will no longer work after May 31st. She asked the Council what they wanted to do about awarding scholarships this year and it was decided to work on getting an application together throughout this year so that it will be ready for next year. The Council liked the idea of doing a Senior Parade again this year and giving $50 to each of the seniors from Georgetown and Nounan that participate.

The chair entertained a motion from Councilmember Tee Steadman for the council to approve checks and vouchers for the month of March 2021 in the amount of $12,999.37 in the general fund, $7,433.82 in the water fund, and $17,656.53 in the sewer fund, with all funds totaling $38,089.72. March Council Minutes

May 5th, 2021

The minutes from February 9, 2021 were read aloud by Clerk Smith. Councilmember Greg Kunz made the motion to accept the minutes as read. Councilmember DeLoy Kunz seconded the motion. All were in favor and the motion carried the council. The minutes from the February 16, 2021 special meeting were read aloud by Clerk Smith. Councilmember Tee Steadman made the motion to accept the minutes as read. Councilmember Greg Kunz seconded the motion. All were in favor and the motion carried the council.

The Animal Control Ordinance Draft was discussed and Marty stated that she would add a paragraph about show animals to not deter those that want to raise an animal. The council discussed issues with pigs and asked to add in that pens must be kept clean and to limit a number on how many pigs or has to be kept to immediate family and not a business of raising and selling pigs. The draft was again tabled until the next meeting to review the changes.

The Mayor reported that Curtis McKinney is on the Emergency Preparedness committee for the community and has some new ideas there. He also has expressed his interest to the Mayor about being a backup operator for the water and sewer departments. The Mayor explained to him that we don’t have the money to pay for his training and he expressed that he would be willing to do the training on his own.

The Backhoe Agreement between the City and the Georgetown Irrigation Co was brought forth. Everything is continuing to work great for both and would like to keep the agreement moving forward. Councilmember Marty Nate made the motion to renew the agreement again for another year. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.

The City has to get new seepage tests on our sewer ponds done this year. This is something that is done every 10 years. Shane reached out to four different engineer companies for bids. The council reviewed the bids from each. Councilmember DeLoy Kunz made the motion to award the bid to Keller Associates because of their history and knowledge of our sewer ponds. Councilmember Marty Nate seconded the motion. All were in favor and the motion carried the council.

Councilmember Greg Kunz said that he has heard some talk about Montpelier not having City officers anymore and will hire the County to do the day-to-day. He wondered if it was something we should consider and that it may be cheaper than supplying a car, guns, bullets, fuel, trainings, etc. The Mayor suggested inviting Sheriff Heslington out to one of our meetings sometime to discuss our options and how frequent we could have someone out here. We need to explore our options before Officer Martinez is ready to retire.

Councilmember Marty Nate suggested installing camera’s up Stringtown to help our officer. The Mayor reported that he is having a meeting with Simplot and will ask about how they can help us with the traffic and see if they would help pay for some patrolling. He would like to sit with them and get a 10 year plan from them. Marty also suggested sending out some cleanup letters to a list of citizens. She will get the list to Lynette to notify them. She said she will get to planning on Twin Creeks and set a date for July 10th. The Mayor recommended including some younger members of the community on her committee as she would like to get someone to take over for her for the Movies in the Park and Twin Creeks.

Police Report:  There were 16 contacts for the month of February.

 

Maintenance Report: Shane was excused from the meeting and was out all day due to a migraine. Although they were busy this past month with plowing snow, remodeling the City Hall, and they dug two graves where one was a cremation.

 

Office Business:   There are 20 delinquent water and sewer accounts for the month of February. The guys are going deliver notes to everyone’s door and will begin doing shutoffs again now that the weather is turning warmer and snow is leaving. She reminded the councilmembers that their terms are expiring this year and that they will need to declare if they are re-running for Council or not. Councilmember terms expiring are Greg Kunz, Marty Nate and Steve Waechtler as Mayor. Lynette also got a call about if there is any community service available for someone to help with that lives here in Georgetown. The Council discussed things that could be done and then decided there wasn’t much to do that wouldn’t need some supervision and our guys try not to work on Saturday’s.

 

The chair entertained a motion from Councilmember Marty Nate for the council to approve checks and vouchers for the month of February 2021 in the amount of $17,900.18 in the general fund, $14,369.35 in the water fund, and $18,844.27 in the sewer fund, with all funds totaling $51,113.80. Councilmember DeLoy Kunz seconded the motion. All were in favor and motion carried.

Ordinance #103 – amending Ordinance #58 to prohibit the deposit or placement of snow by private persons or entities on City Property, was read by the Mayor. Councilmember Marty Nate made the motion to dispense the three readings on separate occasions rule and was seconded by councilmember Greg Kunz. The Council entertained a motion from councilmember Marty Nate to approve the added agenda item of the water loan closing and was seconded by Tee Steadman. The Council then entertained a motion from councilmember Tee Steadman to approve the published agenda and was seconded by councilmember Greg Kunz. All were in favor and the motion carried the council.
The minutes from January 5, 2021 were read aloud by Clerk Smith. Councilmember Marty Nate made the motion to accept the minutes as read. Councilmember DeLoy Kunz seconded the motion. All were in favor and the motion carried the council.
The Mayor reported that he will list the side-by-side for sale again in another month or so once the weather warms up so that we will get more people interested. Now is not the right time of year. He also reported that he has a meeting set up with Rick Phillips of Simplot and Vaughn Rasmussen of the County Commissioners sometime in March. In other business, Lynette reported that the police car also got sold.
City Attorney, Adam McKenzie spoke to the council about he got an email from DEQ that our water project is done and they are ready to close the loan to start the process to pay it back. Adam said that where it is a Tax-Exempt Revenue Bond that it is out of his expertise, so he will forward everything on to another attorney that he uses in Boise. Her name is Stephanie Bonney, and she will get everything drawn up for us to close on February 26th. We will need to have a special meeting on February 16th at 11:00 am to adopt the Ordinance for the Revenue Bond and to give enough time for it to be published in the paper by the 24th. The loan has already accrued $12,298.05 in interest. The City will just pay it verses adding it onto the loan to keep the loan amount at $410,000 for 20 years. Payments will be due in August & February at $13,395.00 each time. Adam also wanted to follow up on some other business and reported that he has heard back from the owners on the corner and will be removing the trailer house on the property, so they won’t be installing a second water and sewer line. If the lot ever splits and a home is installed, then a second line will be required. The Mayor also requested Adam to draw up a letter to send to Bruce Esplin explaining that the City has a right of way past his place and he needs to stop blocking the road as to always allow the City access to the water tanks.
The Animal Control Ordinance Draft was discussed and Marty stated that she did not add in the fence requirements so as to not add one more thing for our maintenance crew to do and inspect. The draft was tabled until another time.
Councilmember Tee Steadman reported that he has gotten some complaints about a neighbor’s dogs chasing kids off of the school bus. Because of who’s dogs they are, Tee wondered how to handle it. It was decided that Tee would pay the owners a visit and try to get them to be more aware of their dogs and to fix the problem before further action needs to be taken.
Police Report: There were 25 contacts for the month of January. Officer Martinez did have surgery recently but is hoping to be cleared to return for work after February 21st. Lynette also reported that she has gotten reimbursement from the CARES Grant for the policeman’s salary from March-December 2020. She will check on when the reimbursement for the operating expenses will be coming through.

Maintenance Report: Shane gave his report for the month of January and stated that he and Alan have plowed snow a couple of times, they have cleaned up the shop and made some shelves, the SCADA system is up and fully functioning. The City has to do seepage tests on our sewer lagoons this year and he has reached out to three engineering firms to give us a bid for this summer, he has received one back so far and we will discuss them at our next meeting.

Office Business: There are 17 delinquent water and sewer accounts for the month of January. Lynette has a conflict with the next council meeting date and the Council said to postpone a week. There is an election on March 9th to vote on the school levy. Hansen Glass is coming to install the 2nd door in the office on March 1st or 3rd. She will work that out with Shane when he can be there to help installation if needed.

The chair entertained a motion from Councilmember DeLoy Kunz for the council to approve checks and vouchers for the month of January 2021 in the amount of $12,678.00 in the general fund, $28,666.43 in the water fund, and $61,633.77 in the sewer fund, with all funds totaling $102,978.20. The minutes from December 1, 2020 were read aloud by Clerk Smith. Councilmember DeLoy Kunz made the motion to accept the minutes as read with a couple of changes from September to November in the Maintenance Report and DeLoy to Greg for employee bonuses. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.
Bret Kunz of Insurance Designers came before the council to request an agent change again. It has been almost a year since the City switched agents with ICRMP and he wanted to follow up to see if we would switch back. He said he would be more than willing to go to bat for us if we have a claim or if we feel we are getting treated unfairly by ICRMP, but for the most part, the agent stays out of the claims. Bret encouraged the council to shop around for other insurance besides ICRMP but Good Luck finding better rates or service.
The City advertised vehicles available for auction and received back only one bid for all of the vehicles. It was for the dump truck with the plow from Eric Jensen for $1,100.00. The City decided to accept his bid. Shane will make arrangements for him to come and pick up. Now that the auction is over, we can sale the other vehicles as first come first serve. The Mayor will take care of advertising and selling the side-by-side and Shane will re-list the police car and the silver truck to sell. Since the last meeting, we did purchase a new service truck with a plow to replace the silver truck because the Mayor found us a good deal sooner than we thought we would near Jackson Hole for a 2013 Ford F-350 for $31,000. Shane and Alan have been using the big plow and this new plow truck together and it has worked really well for cleaning up, smaller lanes and areas and at the cemetery.
The council proceeded with reviewing the new zoning draft with lots of discussion on minimum lot sizes between ¼ and ½ acre. Marty will continue to make a few changes and then we will submit to Adam to start putting together in Ordinance form and to make sure it is all legal. The Mayor has spoken with Rick Phillips at Simplot before Christmas to get their 10 year plan on the Georgetown mine so that we could have an idea to plan for growth etc. Getting this Ordinance in place before everyone moves in for the mine will help us.
The council continued by reviewing the animal control draft and there was lots of discussion about wanting to keep the ag in our community but also need to prevent from having irresponsible caretakers. Marty will keep researching what other communities are doing and add in that citizens fences should be inspected to ensure they are accurate enough for the animals they are trying to keep in.
Councilmember Marty Nate said that she would like Shane to let Officer Martinez know when funerals are so that he can be out here to help stop traffic. She also would like to start remodeling the inside of City Hall and asked when Shane and Alan felt like they could get started on it. They will help Marty to put some ideas together.
Councilmember Tee Steadman would also like to see the shed have two more bays added to it so we can park more things inside, such as the new plow truck we’ve gotten and the fire brush truck we’ve talked about before amongst other things. Shane will work on getting some bids together or see if it’s something that he and Alan can build.

Maintenance Report: Shane gave his report for the month of December and stated that he, Alan and Doug were able to attend training for two days in Soda Springs and had another two days virtually. They dug some more graves and Shane helped to install the SCADA alarm system at the water tanks. Shane also spoke with Doug about the sewer chlorinator building and they inspected it and it has not settled any more. There is a water leak on Hayes Lane that they will be fixing tomorrow. He also reported that we’ve received a letter that we will need to get seepage tests performed this year. He will reach out to a couple of engineers so we can get that completed this summer.

Lynette reported that the dog tags are on their way for people to renew for the new year, she will have the W-2’s available later this month and the City got approval from the CARES Grant for the police salary to be reimbursed. That money should be coming soon. The Mayor also had her turn off the FaceBook account for others to post on. It is for the City’s use for informational purposes and not for everyone to vent and complain about happenings in the City. She also reported that she has been having some troubles with deposits at Zions Bank. The City advised her that if things don’t get resolved then we should take our funds to another bank. She was also advised to check into and see if City funds can go in a Credit Union. Lynette will report back at the next meeting.
