Ordinance #89: Address Signs

AN ORDINANCE OF THE CITY OF GEORGETOWN ESTABLISHING A REQUIREMENT THAT ALL NEW AND EXISTING BUILDINGS SHALL HAVE APPROVED ADDRESS NUMBERS, IN AN APPROVED LOCATION VISIBLE FROM THE STREET OR ROAD FRONTING THE PROPERTY; ALSO PROVIDING FOR STANDARDS AND REQUIREMENTS FOR SAID ADDRESS NUMBERS; AND THAT THE SAME SHALL BE PROVIDED BY THE CITY OF GEORGETOWN; ALSO FOR PROVIDING PENALTIES FOR FAILURE TO COMPLY WITH THE REQUIRMENTS OF THIS ORDINANCE, AND FOR THE UNAUTHORIZED TAMPORING, ALTERATION OR REMOVAL OF THE ADDRESS OR BUILDING NUMBERS.

Whereas, the residents of the City of Georgetown require emergency services, provided by firefighters, EMT’s, or law enforcement personnel; and

Whereas, emergency personnel, including but not limited to, firefighters, EMT’s, or law enforcement personnel, need to be able to identify locations to provide emergency services to the residents of the City of Georgetown; and

Whereas, many of the buildings and residences within the city limits of the City of Georgetown are not clearly marked or identifiable; and

Whereas, the City has an interest in providing a uniform method or standard for marking address or building numbers, and has materials to provide the same; and

Whereas, the Mayor and City Council deem that it is in the best interests of emergency service providers and the residents of the City of Georgetown to mark and identify the residences and buildings within the city limits;

NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF GEORGETOWN, IDAHO AS FOLLOWS:

Section 1. New and existing buildings shall have approved address numbers, building numbers or approved building identification placed in a position that is plainly legible and visible from the street or road fronting the property. These numbers shall contrast with their background.
Address numbers shall be Arabic numbers or alphabetical letters. Numbers shall be a minimum of 4 inches (101.6 mm) high with a minimum stroke width of 0.5 inch (12.7 mm). Where access is by means of a private road and the building cannot be viewed from the public way, a monument, pole or other sign or means shall be used to identify the structure. Address numbers shall be maintained.

Section 2. The City of Georgetown shall provide and install on, or within the city right-of-way a monument, pole, or other sign whereon and address or building number shall be placed. These numbers shall be deemed to satisfy the requirements of Section 1 above. These markers shall be and remain the property of the City of Georgetown.

Section 3. No resident, property owner, or any other unauthorized personnel shall remove the monument, pole, or other sign or in any way tamper or alter the address or building number contained thereon.

Section 4. (a) Failure of any resident, or property owner to maintain an approved address number, building number or approved building identification placed in a position that is plainly legible and visible from the street or road fronting the property shall be deemed an infraction punishable by a fine of $300.00.

(b) Any unauthorized removal, alteration, or tampering with the monument, pole, or other sign or the address numbers contained thereon, provided by the City of Georgetown identified in Section 2 herein, shall be deemed an infraction punishable by a fine for the first offense in the amount of a written warning and replacement of sign at resident’s expense, a second offense shall be a fine of $50, and third offense shall be a fine of $100.

EFFECTIVE DATE: That this Ordinance and the rules, regulations, provisions, requirements, orders and matters established and adopted hereby shall take effect and be in full force and effect upon its due publication as provided by law on the 7th day of June, 2016.

One half (½) plus one (1) of the members of the full council agree to dispense with the rule requiring the reading of this ordinance on three (3) separate occasions.
