March Council Minutes

The Council then entertained a motion from councilmember Tee Steadman to approve the published agenda and was seconded by councilmember DeLoy Kunz. All were in favor and the motion carried the council.

The minutes from February 9, 2021 were read aloud by Clerk Smith. Councilmember Greg Kunz made the motion to accept the minutes as read. Councilmember DeLoy Kunz seconded the motion. All were in favor and the motion carried the council. The minutes from the February 16, 2021 special meeting were read aloud by Clerk Smith. Councilmember Tee Steadman made the motion to accept the minutes as read. Councilmember Greg Kunz seconded the motion. All were in favor and the motion carried the council.

The Animal Control Ordinance Draft was discussed and Marty stated that she would add a paragraph about show animals to not deter those that want to raise an animal. The council discussed issues with pigs and asked to add in that pens must be kept clean and to limit a number on how many pigs or has to be kept to immediate family and not a business of raising and selling pigs. The draft was again tabled until the next meeting to review the changes.

The Mayor reported that Curtis McKinney is on the Emergency Preparedness committee for the community and has some new ideas there. He also has expressed his interest to the Mayor about being a backup operator for the water and sewer departments. The Mayor explained to him that we don’t have the money to pay for his training and he expressed that he would be willing to do the training on his own.

The Backhoe Agreement between the City and the Georgetown Irrigation Co was brought forth. Everything is continuing to work great for both and would like to keep the agreement moving forward. Councilmember Marty Nate made the motion to renew the agreement again for another year. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.

The City has to get new seepage tests on our sewer ponds done this year. This is something that is done every 10 years. Shane reached out to four different engineer companies for bids. The council reviewed the bids from each. Councilmember DeLoy Kunz made the motion to award the bid to Keller Associates because of their history and knowledge of our sewer ponds. Councilmember Marty Nate seconded the motion. All were in favor and the motion carried the council.

Councilmember Greg Kunz said that he has heard some talk about Montpelier not having City officers anymore and will hire the County to do the day-to-day. He wondered if it was something we should consider and that it may be cheaper than supplying a car, guns, bullets, fuel, trainings, etc. The Mayor suggested inviting Sheriff Heslington out to one of our meetings sometime to discuss our options and how frequent we could have someone out here. We need to explore our options before Officer Martinez is ready to retire.

Councilmember Marty Nate suggested installing camera’s up Stringtown to help our officer. The Mayor reported that he is having a meeting with Simplot and will ask about how they can help us with the traffic and see if they would help pay for some patrolling. He would like to sit with them and get a 10 year plan from them. Marty also suggested sending out some cleanup letters to a list of citizens. She will get the list to Lynette to notify them. She said she will get to planning on Twin Creeks and set a date for July 10th. The Mayor recommended including some younger members of the community on her committee as she would like to get someone to take over for her for the Movies in the Park and Twin Creeks.

Police Report:  There were 16 contacts for the month of February.

 

Maintenance Report: Shane was excused from the meeting and was out all day due to a migraine. Although they were busy this past month with plowing snow, remodeling the City Hall, and they dug two graves where one was a cremation.

 

Office Business:   There are 20 delinquent water and sewer accounts for the month of February. The guys are going deliver notes to everyone’s door and will begin doing shutoffs again now that the weather is turning warmer and snow is leaving. She reminded the councilmembers that their terms are expiring this year and that they will need to declare if they are re-running for Council or not. Councilmember terms expiring are Greg Kunz, Marty Nate and Steve Waechtler as Mayor. Lynette also got a call about if there is any community service available for someone to help with that lives here in Georgetown. The Council discussed things that could be done and then decided there wasn’t much to do that wouldn’t need some supervision and our guys try not to work on Saturday’s.

 

The chair entertained a motion from Councilmember Marty Nate for the council to approve checks and vouchers for the month of February 2021 in the amount of $17,900.18 in the general fund, $14,369.35 in the water fund, and $18,844.27 in the sewer fund, with all funds totaling $51,113.80. Councilmember DeLoy Kunz seconded the motion. All were in favor and motion carried.

February Minutes Special Meeting

The Council entertained a motion from councilmember DeLoy Kunz to approve the published agenda and was seconded by councilmember Tee Steadman. All were in favor and the motion carried the council.
Ordinance #103 – amending Ordinance #58 to prohibit the deposit or placement of snow by private persons or entities on City Property, was read by the Mayor. Councilmember Marty Nate made the motion to dispense the three readings on separate occasions rule and was seconded by councilmember Greg Kunz. A roll call vote was taken and is as follows: DeLoy – yes, Greg – yes, Marty – yes, Tee – yes. Motion carries. Councilmember Marty Nate made the motion to approve Ordinance #103 and councilmember Greg Kunz seconded the motion. A roll call vote was taken and is as follows: DeLoy – yes, Greg – yes, Marty – yes, Tee – yes. Motion carries.
Ordinance #104 – water revenue bond was presented to the Council and read by the Mayor. Councilmember Tee Steadman made the motion to dispense the three readings on separate occasions rule and was seconded by councilmember Greg Kunz. A roll call vote was taken and is as follows: DeLoy – yes, Greg – yes, Marty – yes, Tee – yes. Motion carries. Councilmember Greg Kunz made the motion to accept Ordinance #104 and to adopt the summary to be published in the paper and was seconded by councilmember Marty Nate. A roll call vote was taken and is as follows: DeLoy – yes, Greg – yes, Marty – yes, Tee – yes. Motion carries.
Once Attorney Stephanie Bonney has all of the closing documents ready, she will send to the City Hall and the Mayor will sign all pages with Lynette attesting. Lynette will get these Ordinances scanned and emailed to Adam so he can send on to be published in the News-Examiner.

February 2021 Minutes

The Council entertained a motion from councilmember Marty Nate to approve the added agenda item of the water loan closing and was seconded by Tee Steadman. All were in favor and the motion carried the council. The Council then entertained a motion from councilmember Tee Steadman to approve the published agenda and was seconded by councilmember Greg Kunz. All were in favor and the motion carried the council.
The minutes from January 5, 2021 were read aloud by Clerk Smith. Councilmember Marty Nate made the motion to accept the minutes as read. Councilmember DeLoy Kunz seconded the motion. All were in favor and the motion carried the council.
The Mayor reported that he will list the side-by-side for sale again in another month or so once the weather warms up so that we will get more people interested. Now is not the right time of year. He also reported that he has a meeting set up with Rick Phillips of Simplot and Vaughn Rasmussen of the County Commissioners sometime in March. In other business, Lynette reported that the police car also got sold.
City Attorney, Adam McKenzie spoke to the council about he got an email from DEQ that our water project is done and they are ready to close the loan to start the process to pay it back. Adam said that where it is a Tax-Exempt Revenue Bond that it is out of his expertise, so he will forward everything on to another attorney that he uses in Boise. Her name is Stephanie Bonney, and she will get everything drawn up for us to close on February 26th. We will need to have a special meeting on February 16th at 11:00 am to adopt the Ordinance for the Revenue Bond and to give enough time for it to be published in the paper by the 24th. The loan has already accrued $12,298.05 in interest. The City will just pay it verses adding it onto the loan to keep the loan amount at $410,000 for 20 years. Payments will be due in August & February at $13,395.00 each time. Adam also wanted to follow up on some other business and reported that he has heard back from the owners on the corner and will be removing the trailer house on the property, so they won’t be installing a second water and sewer line. If the lot ever splits and a home is installed, then a second line will be required. The Mayor also requested Adam to draw up a letter to send to Bruce Esplin explaining that the City has a right of way past his place and he needs to stop blocking the road as to always allow the City access to the water tanks.
The Animal Control Ordinance Draft was discussed and Marty stated that she did not add in the fence requirements so as to not add one more thing for our maintenance crew to do and inspect. The draft was tabled until another time.
Councilmember Tee Steadman reported that he has gotten some complaints about a neighbor’s dogs chasing kids off of the school bus. Because of who’s dogs they are, Tee wondered how to handle it. It was decided that Tee would pay the owners a visit and try to get them to be more aware of their dogs and to fix the problem before further action needs to be taken.
Police Report: There were 25 contacts for the month of January. Officer Martinez did have surgery recently but is hoping to be cleared to return for work after February 21st. Lynette also reported that she has gotten reimbursement from the CARES Grant for the policeman’s salary from March-December 2020. She will check on when the reimbursement for the operating expenses will be coming through.

Maintenance Report: Shane gave his report for the month of January and stated that he and Alan have plowed snow a couple of times, they have cleaned up the shop and made some shelves, the SCADA system is up and fully functioning. The City has to do seepage tests on our sewer lagoons this year and he has reached out to three engineering firms to give us a bid for this summer, he has received one back so far and we will discuss them at our next meeting.

Office Business: There are 17 delinquent water and sewer accounts for the month of January. Lynette has a conflict with the next council meeting date and the Council said to postpone a week. There is an election on March 9th to vote on the school levy. Hansen Glass is coming to install the 2nd door in the office on March 1st or 3rd. She will work that out with Shane when he can be there to help installation if needed.

The chair entertained a motion from Councilmember DeLoy Kunz for the council to approve checks and vouchers for the month of January 2021 in the amount of $12,678.00 in the general fund, $28,666.43 in the water fund, and $61,633.77 in the sewer fund, with all funds totaling $102,978.20. Councilmember Tee Steadman seconded the motion. All were in favor and motion carried.

January 2021 Minutes

The Council entertained a motion from councilmember Marty Nate to approve the published agenda and was seconded by councilmember Tee Steadman. All were in favor and the motion carried the council.
The minutes from December 1, 2020 were read aloud by Clerk Smith. Councilmember DeLoy Kunz made the motion to accept the minutes as read with a couple of changes from September to November in the Maintenance Report and DeLoy to Greg for employee bonuses. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.
Bret Kunz of Insurance Designers came before the council to request an agent change again. It has been almost a year since the City switched agents with ICRMP and he wanted to follow up to see if we would switch back. He said he would be more than willing to go to bat for us if we have a claim or if we feel we are getting treated unfairly by ICRMP, but for the most part, the agent stays out of the claims. Bret encouraged the council to shop around for other insurance besides ICRMP but Good Luck finding better rates or service.
The City advertised vehicles available for auction and received back only one bid for all of the vehicles. It was for the dump truck with the plow from Eric Jensen for $1,100.00. The City decided to accept his bid. Shane will make arrangements for him to come and pick up. Now that the auction is over, we can sale the other vehicles as first come first serve. The Mayor will take care of advertising and selling the side-by-side and Shane will re-list the police car and the silver truck to sell. Since the last meeting, we did purchase a new service truck with a plow to replace the silver truck because the Mayor found us a good deal sooner than we thought we would near Jackson Hole for a 2013 Ford F-350 for $31,000. Shane and Alan have been using the big plow and this new plow truck together and it has worked really well for cleaning up, smaller lanes and areas and at the cemetery.
The council proceeded with reviewing the new zoning draft with lots of discussion on minimum lot sizes between ¼ and ½ acre. Marty will continue to make a few changes and then we will submit to Adam to start putting together in Ordinance form and to make sure it is all legal. The Mayor has spoken with Rick Phillips at Simplot before Christmas to get their 10 year plan on the Georgetown mine so that we could have an idea to plan for growth etc. Getting this Ordinance in place before everyone moves in for the mine will help us.
The council continued by reviewing the animal control draft and there was lots of discussion about wanting to keep the ag in our community but also need to prevent from having irresponsible caretakers. Marty will keep researching what other communities are doing and add in that citizens fences should be inspected to ensure they are accurate enough for the animals they are trying to keep in.
Councilmember Marty Nate said that she would like Shane to let Officer Martinez know when funerals are so that he can be out here to help stop traffic. She also would like to start remodeling the inside of City Hall and asked when Shane and Alan felt like they could get started on it. They will help Marty to put some ideas together.
Councilmember Tee Steadman would also like to see the shed have two more bays added to it so we can park more things inside, such as the new plow truck we’ve gotten and the fire brush truck we’ve talked about before amongst other things. Shane will work on getting some bids together or see if it’s something that he and Alan can build.
Police Report: There were 25 contacts for the month of December.

Maintenance Report: Shane gave his report for the month of December and stated that he, Alan and Doug were able to attend training for two days in Soda Springs and had another two days virtually. They dug some more graves and Shane helped to install the SCADA alarm system at the water tanks. Shane also spoke with Doug about the sewer chlorinator building and they inspected it and it has not settled any more. There is a water leak on Hayes Lane that they will be fixing tomorrow. He also reported that we’ve received a letter that we will need to get seepage tests performed this year. He will reach out to a couple of engineers so we can get that completed this summer.

Office Business: There are 17 delinquent water and sewer accounts for the month of December. Lynette reported that the dog tags are on their way for people to renew for the new year, she will have the W-2’s available later this month and the City got approval from the CARES Grant for the police salary to be reimbursed. That money should be coming soon. The Mayor also had her turn off the FaceBook account for others to post on. It is for the City’s use for informational purposes and not for everyone to vent and complain about happenings in the City. She also reported that she has been having some troubles with deposits at Zions Bank. The City advised her that if things don’t get resolved then we should take our funds to another bank. She was also advised to check into and see if City funds can go in a Credit Union. Lynette will report back at the next meeting.

December 2020 Minutes

The Council entertained a motion from councilmember Greg Kunz to strike the Agreement for Placement of Snow from the agenda and then approve the published agenda and was seconded by councilmember Tee Steadman. All were in favor and the motion carried the council.

The minutes from November 10, 2020 were read aloud by Clerk Smith. Councilmember DeLoy Kunz made the motion to accept the minutes as read. Councilmember Greg Kunz seconded the motion. All were in favor and the motion carried the council.

Kevin Martin of Sunrise Engineering came to the council and brought some manuals for the water system and chlorinator building and also dropped off a Christmas box.

The Christmas Park lighting event was well attended and probably had the most participants we’ve had. The Mayor and the office received lots of compliments and comments thanking the City for continuing to have the event. The Mayor also suggested adding a fish catch game at Twin Creeks Days.

Ordinance #103 – amending Ordinance #58 to prohibit the deposit or placement of snow by private persons or entities on City Property, was read in it’s entirety along with Ordinance #58, by Clerk Smith. The Council discussed how to enforce the Ordinance and decided to add in a written warning would be given before issuing a ticket and suggested to hand deliver to explain why they’re in violation. Councilmember Tee Steadman made the motion to approve Ordinance #103 and councilmember Greg Kunz seconded the motion. A roll call vote was taken and is as follows: DeLoy – yes, Greg – yes, Marty – yes, Tee – yes. Motion carries.

We have vehicles that are not being used anymore and Lynette has spoken with City Attorney, Adam McKenzie about how to go about auctioning the vehicles. The bidding will be open to the public and councilmembers. Lynette will publish the vehicles in the News Examiner for 2 weeks and we will open the bids at the next council meeting. She will post more detailed descriptions with pictures on Facebook, the classifieds and KSL. The vehicles that will be available will be the old dump truck with the old snow plow with a minimum bid of $1,000, the old police car with a minimum of $900, the side by side Ranger with a minimum of $1,900. Adam said that if we don’t receive any bids then we can sell outright after the auction has closed and that we don’t have to accept any of the bids. These funds will be put towards getting a different dump truck that is smaller to use at the cemetery and a plow for around town and eventually to replace the silver half ton truck to duplicate as a service truck. Shane has spoken with a dealer about fleet prices for Cities about options to buy brand new. We will continue to look through the winter for a good deal.

Resolution #2007-5 pertains to cremations and flat head stones. Shane and Lynette just wondered if it was something we need to pass along to enforce or if we let it go or if it needs to be changed. It was decided to leave it how it is as it pertains to just cremations being added to a plot or between plots and must be a flat stone for easier maintenance. Lynette will send to the local mortuaries as an FYI.

Employee bonuses for Christmas were discussed for the year and after much discussion councilmember Greg Kunz made the motion to give bonuses to each employee in the amounts of $350 for Lynette, $325 for Johnny, $300 for Shane, $150 for Alan and Doug. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council.

The Mayor made a statement that all councilmembers and employees have the right to tell any citizens that want to complain, that they can come to a council meeting and voice their concerns verses having to listen to it either in person or over the phone.

Councilmember Greg Kunz asked about the trailers along Main Street and what the plans are for them because he has received a lot of complaints about them as well as other councilmembers too. It was discussed that most don’t understand the reasons for them or know that they are not in violation of any Ordinances. The owner of the trailers did mention that they did look at other options such as an extra tall fence but that wasn’t a feasible option at this point in the year and that these trailers will serve multiple purposes. It was also mentioned that they would like to paint them and make them look better but because of how late we are in the year that is not a feasible option now either. Greg also brought up that it has been brought to his attention that ValleyWide gives out lots of grant money to communities throughout the year and that the City should apply for this also and it could even help with our traffic signs we would like to purchase and install. Lynette will look into.

Police Report:  There were 24 contacts for the month of November.

 

Maintenance Report: Shane gave his report for the month of November and stated that he and Alan have plowed a couple of times and made some adjustments to the plow. He has found another guy that can install a SCADA system for the water tanks from Salt Lake and he will install for $10,000 plus $150 per month fee. This system is all satellite software vs. radio from the one before and it will be more easily to monitor and can do more things. They will be coming back to install soon. Shane, Alan and Doug were supposed to go to some trainings next week in Soda Springs for water and wastewater systems, but they have been cancelled in person, because of COVID, but now will be held virtually. Shane asked for approval from the Council to have Keller Associates prepare the report for the Land App again this year. The Council approved.

 

Office Business:   There are 19 delinquent water and sewer accounts for the month of November. Lynette reported on her findings for the Cares Act COVID Grant and how to apply. The City is eligible for $17,000 in grant money but she needs to submit a report requesting for those funds and to justify that amount. She can submit for Officer Martinez’s salary from March through December, Shane’s laptop, service booster for the City Hall, a security door for the City Hall, anything that helps to encourage social distancing and helps with working remotely can also be submitted. Lynette will go ahead and get the security door ordered, it will be $3260 and includes bulletproof glass. The Council wondered about if traffic signs could be submitted for since we’ve had such an influx of extra travel on our roads due to COVID.

 

The chair entertained a motion from Councilmember DeLoy Kunz for the council to approve checks and vouchers for the month of November 2020 in the amount of $63,971.54 in the general fund, $10,764.82 in the water fund, and $13,527.00 in the sewer fund, with all funds totaling $88,263.36. Councilmember Greg Kunz seconded the motion. All were in favor and motion carried.

Councilmember Marty Nate made the motion to go into Public Hearing for the purpose of increasing the building permit fees. Councilmember Tee Steadman seconded the motion. A roll call vote was taken and is as follows: Greg – yes, Marty – yes, Tee – yes. There was no public at the meeting to voice any concern and Lynette reported that she had not received any comments written or verbally in the office concerning the increase in fees. Councilmember Marty Nate made the motion to go out of Public Hearing and councilmember Greg Kunz seconded the motion. A roll call vote was taken and is as follows: Greg – yes, Marty – yes, Tee – yes. Councilmember Greg Kunz made the motion to accept Resolution #2020-01 to set new fees for building permits; $50 for basic permits, $150 for additions, $250 for new constructions. Councilmember Tee Steadman seconded the motion. All were in favor and a roll call vote was taken and is as follows: Greg – yes, Marty – yes, Tee – yes.

Councilmember Marty Nate reported on the recent election held in the Cultural Hall at the LDS Church on November 3rd. There were 401 registered voters and they registered 54 new ones. It was the largest turnout that we have ever had.

The date was set for the Christmas Lighting in the Park Event on November 30th at 6:00 pm. We will continue to serve hot chocolate, sloppy joes and smores. The Mayor will contact one of our horse drawn carriage drivers to see if they would bring Santa in. Santa will be there and will hand out treats; maybe every child just won’t be able to sit on Santa’s lap this year. Councilmember Tee Steadman said that Steadman Fencing will donate the meat for the sloppy joes. The Mayor reported that the Trunk or Treat had a great turnout and so we should definitely move forward with Santa coming because obviously our town wants it to continue.

Councilmember Tee Steadman asked about the COVID-19 Grant available to Cities. Lynette looked and there is up to $17,000 available for the City. Lynette will look more into and contact Alan Eborn for more help to qualify for the funds. Tee also asked the Council how to proceed with an agreement with the City and his neighbor for plowing the snow. He stated that he is willing to work with everyone. Lynette will contact Adam to see what we can legally do about preventing someone from pushing snow onto City or another person’s property. The Mayor said that sometime soon he and Shane will go and visit with the neighbor to come to a solution.

Councilmember Greg Kunz would like to update the headlights on the Firetruck. They are old halogen lights and he would like to put new LED lights and a spotlight onto the Firetruck. The Mayor also mentioned to update and check the tires and see if it has been serviced annually.

Councilmember Marty Nate asked about the new trailers along Main Street at a residence. She asked what their purpose was and it was explained that they are serving as a privacy fence and can also be used as storage units. She stated that they are located in a commercial zone and so it’s ok for them to be there but that they are also an eye sore. The Mayor also explained that they will possibly be painting and fixing up to look better in the near future. Marty also brought up the Zoning Ordinance update and asked the Council how to proceed. Lynette printed new copies for everyone of the Zoning Ordinance and Animal Control Ordinance. The Council is to review and bring back ideas to the next meeting.

Police Report: There were 31 contacts for the month of October.

Maintenance Report: Shane gave his report for the month of October and stated that they have been busy at the cemetery with more graves again. He has been winterizing the land app and put out the Christmas lights in the Park. He and Alan sat with Kevin Martin from Sunrise and a gentleman from Salt Lake to discuss a backup SCADA alarm system for the water tanks. It would be a simple system that will monitor levels, waterflow and if the chlorine is going in. It can send a call or a text for notifications and would cost around $34,000 and has about a 15-20 year life. The gentleman could dial in to monitor and offer support from Salt Lake. He was also willing to come and do a presentation to the Council if they wanted. Shane was advised to do some more research throughout the winter and maybe look at getting a second bid and plan towards spring to install a system and we could pay for it out of pocket. He has been approached about ideas for Eagle Projects and asked the Council their thoughts. It was suggested to install the sand diggers in the park and put up a map at the cemetery.

Office Business:   There are 12 delinquent water and sewer accounts for the month of October. Lynette reported that the website was hacked while the system was upgrading but is back up and running now. She also said that she didn’t need to order a new printer after all because the City of Montpelier called and donated one that they weren’t using anymore. Shane is using it at his office and it works great. The Fall Cleanup day was great and both dumpsters were completely full. It helps to keep our city cleaned up and looking nice. We will plan on having another cleanup day in the Spring as well. The idea was discussed to come up with a new city logo to place a magnet on the City Service truck. Lynette will come up with some flyers and take to the Elementary school for the kids to have a contest to come up with a new logo and winner will receive a $25 gift card. Councilmember Tee Steadman mentioned that we need to move forward with installing a second door in the City Hall for Lynette’s safety.

The chair entertained a motion from Councilmember Marty Nate for the council to approve checks and vouchers for the month of October 2020 in the amount of $15,622.25 in the general fund, $8,275.22 in the water fund, and $20,753.89 in the sewer fund, with all funds totaling $44,651.36. Kathy Ray of the 4 County Coalition came before the council. She serves as the Regional Economic Professional for Southeast Idaho. She recommended the City go online and register/apply for a Community Review. There are usually only 2-3 communities selected per year and takes place during the summer. If we were selected, the committee would conduct surveys and listening sessions to put together strategies and suggestions of improvements for our community. Our small city would be only a 1-2-day event and the application costs $3-4,000. If the City needed, we could reach out to nearby businesses for sponsors for the application process. The council agreed that we should look into and apply.

Resolution #2020-01 for new building permit fees was discussed. It was clarified that the purpose for building permits is to ensure that buildings are adhering to the Ordinances in place. After much discussion it was determined that a basic permit consisting of sheds, decks, carports, patios, greenhouses, etc. will be proposed at a $50.00 fee; Additions which would be described as square footage added to a home or shops, garages, barns, storage buildings, etc. will be proposed at a $150.00 fee; New Construction of homes, apartments/duplex/townhouses, business buildings, business additions, etc. will be proposed at a fee of $250.00. Lynette will get the public hearing advertised for the next meeting.

Lynette and Shane had a question about headstones being placed in the Cemetery. Both had been told when hired on that all headstones installed needed to be flat but wanted clarification on if that is just in the new part or if that is all headstones no matter where the graves are located. Also, there is no where to be found an Ordinance or a Resolution stating this, and Lynette hasn’t went through the minutes to see if that’s where it’s at. Councilmember Greg Kunz remembered that being discussed when he served on Council previously. Lynette wanted clarification on if it should be made into an Ordinance/Resolution or to leave it alone. The pros are it definitely makes things easier for the maintenance at the cemetery and cons are that no one wants to put extra stipulations on how people want to remember their loved ones. It was discussed to maybe look into a provision of headstones being mounted on a 1” flush mounted base and was tabled for further discussion later.

Lynette and Shane have had some concerned citizens that would like to encourage a City sponsored Trunk or Treat to eliminate kids going door to door trick or treating on Halloween. The council agreed to promote a Trunk or Treat. Marty will help Lynette to work out the details. We will get flyers posted and sent home with the kids at school.

The next meeting date has a conflict with Election Day on November 3rd. Typically the elections are held in the City Hall but this year because of the need for social distancing, the City Hall is not large enough. Voting will be held in person at the LDS Church in the gym instead. Even though the building will now be available, we still don’t want to conflict with Election Day. The next meeting date was rescheduled for the following Tuesday, November 10th.

Councilmember Marty Nate brought up that the lack of parking in front of the church during the week is a problem, mostly for funerals. The car pool people seem to spread out and create very little space for parking. Bishop Smith is wondering if the City could put some “No Parking from 10:00 am – 2:00 pm” signs up. We need to find out if the area in front of the church is City property or church property. The parking is only going to get worse. It was suggested maybe we could ask Simplot to help install a Park & Ride. She has also been getting the run around from the State to help pay for speed signs so she will contact DeLoy Romrell at the local shed and go from there.

Councilmember Greg Kunz would like to see some lines painted down Stringtown since it has been chip sealed to help with visibility and people staying on the correct side of the road. DeLoy will look into and see if we can get the company doing the road at the Summit to paint some lines while they’re in town doing the highway.

Councilmember Tee Steadman sent some concerns to Lynette about a White Chevy being parked along Stringtown. It’s in the way for plowing snow and an eye sore and needs to be moved. We will send Officer Martinez to go and visit with them about it.

Police Report: There were 28 contacts for the month of September. Officer Martinez’s radios are outdated, and he needs new ones. Because of this, the County can’t get ahold of him to check on him when he is in Georgetown. Chief Roper at Montpelier just got new radios for his squad and got an extra one through a grant. He has donated that one to the City and Officer Martinez. We will just need to pay for it to be installed. It was also requested that Martinez come during school hours because there are a lot of speeders and hunters.

Maintenance Report: Shane gave his report for the month of September and stated that he and Alan have dug 3 graves, they put up new flags around town and new signs and the handicapped sign in front of the City Hall. They have been doing some fencing up around the water tanks. Shane contacted Kevin Martin at Sunrise about some SCADA alarms for the water tanks to alert when levels are low. Kevin would like to come and present to Shane, Alan and a council member or two some mapping options for the City to be able to find all water valves, pipes, etc. more easily. Shane will get it set up and notify the councilmembers when. He would also like to look into consolidating some trucks to get a 1-ton dump truck and plow. The old dump truck will take a lot to keep going and is infested with mice.

Office Business: There are 13 delinquent water and sewer accounts for the month of September. For the first time in a long time, she has been able to cross off everyone on the monthly shut off list because they each came and made a payment to be removed from the list for the month. In the spring we had talked about doing a Fall cleanup as well. It was decided to have Henning’s bring out some dumpsters on the 17th for a Fall Cleanup Day before the weather gets bad. She also reported that she needs another new printer because Shane could use one at the City Shop since theirs quit working and because the one she ordered doesn’t do 11×17 legal size paper and she needs that for the Cemetery Deeds. She got a bid from Bear River Electric to secure this building with some security camera’s, key fob entry on the door instead of metal keys, and a secure entry system with video doorbell and buzz entry to the main door. The bid also included a cell phone signal booster for the City Hall since the reception is very poor now that we have metal siding on the building. The total bid was around $16,000. Lynette will keep looking into options with a smaller security camera system and video doorbell that can be found cheaper on Amazon. Shane also had the idea of installing a 2nd door inside the entry way with maybe a half door and the top part could be of bullet proof glass. Chief Roper at Montpelier said he would donate the glass from the Old City Hall if we could use it for something. Lynette will look more into cheaper options to secure the building.

The chair entertained a motion from councilmember Greg Kunz for the council to move into Public Hearing for the purpose of accepting the proposed budget for Fiscal Year 2020-2021 as well as Public Hearing for the new building permit fees. The floor was then opened for public comment either verbally or by written notice. The office did not receive any written comment about the proposed budget and no one came forth to offer their opinion about the budget. The office did not receive any written comment about the proposed increase in building permit fees either. Resolution #2020-01, setting increased fees for building permits was tabled until a future meeting when there can be more research done on definitions for basic, remodels and new construction and time allows for another public hearing.

Zach and Janelle Crockett came before the council to see about the possibility of hooking up to the City’s water and sewer services and a possibility of being annexed into the City limits. They are purchasing land from his Grandma Geraldine Simmons but have found some stipulations from the County about how many acres there has to be to have a well, etc. and with those stipulations they can’t purchase her full 2 acres. They would be building about 350 feet from Jeff Smith’s and his property is in City limits and is on City services. The Council suggested that they look into more details about the process of an annexation and cost for both homes and Shane will talk to Doug about how much it would cost to run a line down to the their property and weigh our options.

Katanna Sorensen asked if there was a way to accept automatic payments online or a way to check balances online. Lynette reported that there is not without it being a significant cost to the City but there is always the free bill pay option through your banks institution.

Councilmember DeLoy Kunz would like to see the website updated, office hours posted and wondering how the Planning & Zoning Ordinance was coming along. He also commented that the Facebook Group page was supposed to be a place for the City to post notices and not for everyone to post things that are for sale.

Councilmember Greg Kunz has received some complaints about citizens firing shots within City Limits. Lynette found that Ordinance #4 addresses peace and quiet and shooting in City limits. She will post a reminder at the Post Office and on the Facebook group for everyone to see as to not single out anyone and we’ll see what kind of response we get.

Councilmember Marty Nate reported that the Movies in the Park are done for the summer and they will do it again next year because it seemed to be enjoyed by the community. She would like letters sent out to Dave Denton and Adrien Smith again to clean up their properties because of fire hazards. She spoke with Vaughn Rasmussen about speed signs throughout the City and he said the County could help with 1 or 2 and it was suggested to talk to Simplot about helping with the cost of some signs. Marty will also call DeLoy Romrell about help from the State if we had some installed along the highway and Main Street. She addressed the thistles at the cemetery again. Shane will follow up with Chuck about when he can come back out and take care of them again.

Maintenance Report: Shane gave his report for the month of August and stated that he and Alan arranged for some paving out front of the City Hall building. Shane will call the guys doing the construction on the Summit highway project to see if they would have left overs to fix our corner that was shorted of asphalt. They are using the new chlorinator building and have moved all of the chlorine up there. They took the big City of Georgetown sign down and took into Burgoyne’s to get sanded and painted and it should be coming back soon. He is going to go to a class in Ammon next week. They fixed the flashing lights for the school and may need to look into updating the timers and battery because it is already out of date.

Office Business:   There are 26 delinquent water and sewer accounts for the month of August. The coupon books got mailed out to everyone finally along with an updated statement of their accounts.

The minutes from July 7, 2020 were read aloud by Clerk Smith. There was a correction for the meeting to be changed to the July meeting and not the June meeting. Councilmember DeLoy Kunz made the motion to accept the minutes as read with the correction. Councilmember Greg Kunz seconded the motion. All were in favor and the motion carried the council.

Kevin Martin of Sunrise Engineering came to the Council to give a final report on the water project. He consulted with RSJ about their plans for the strip of asphalt that needs to be replaced in front of the City Hall and it was just going to be them using a skid steer attachment to do the work. Kevin felt it would need to be done more professionally. If the City gets a bid for it we can still use the water funds since it was related to why it got torn up in the first place. Other than the asphalt, the project is complete. He has brought the final pay app to be signed and will be submitting. He figures we are ahead on budget around $30-35,000. One year after the completion of the project the first payment will be due. Warranty on the project started on July 23, 2020. Around the 1st of July next year, Kevin will come back and check on the project and the settling, etc and see how things are holding up before the warranty ends. The water tanks were cleaned as a part of the project around the first part of June. Councilmember Greg Kunz commented that since we are ahead on budget that he would still like to see some kind of backup alarm system to be added to the system. Kevin will look into and get back to the Council.

 

City Attorney Adam McKenzie was there to present the Dog Ordinance Summary to be put into the paper vs the entire Ordinance. Councilmember Tee Steadman made the motion to approve the summary and be published in the News Examiner. Councilmember Greg Kunz seconded the motion. All were in favor and the motion carried the Council.

 

Lynette asked Adam about if we would be able to charge Matt and Nikki Petersen for water and sewer hookups even though she had compiled a letter previously to them saying that there was a previous agreement with the City and previous owner Corey Hayes that there would be no fees to hookup to the City’s services. Although, at the time the letter was sent, the City didn’t realize that only an actual water hookup was there but they had to go down the road and around the corner to find a sewer hookup on that side of the road for them. Adam advised that we would not be able to charge now for the hookups even after the fact, but that we could still charge for monthly services. Lynette will call the County to get an address for them to send a monthly bill to as this is a second home for them and not their primary residence.

 

Councilmember Tee Steadman commented that the City Hall looks nice with the new siding and he liked the Movie Nights in the Park and they were fun for the family. He will bring a check down to the City for his donation.

 

Councilmember Greg Kunz commented that the State has a new gravel pit outside of town and he’s worried about it tearing up our new roads with that much weight on it. DeLoy will talk to a couple of people about it at the State Department and see what can be done.

 

Councilmember Marty Nate reported about the flashing speed signs and that Vaughn said the County could probably help with 1 or 2 of them. She is looking for option for a new sign on the City Hall because the other one was looking pretty old and didn’t want it to deter from the new look of the building. The next Movie Night will be on the 14th and will be Dennis the Menace. She also reported that she had looked into what other City’s fees are for their building permits. She looked at Grace, Preston and Bloomington. The Council suggested changing fees to $25.00 for basic things such as porches and decks, etc. and $100.00 for remodels and additions and $150.00 for new construction of new homes. Lynette will get a new Resolution ready, to be passed at the next meeting and notices out for the Public Hearing. Adam suggested there be a Public Hearing since we are increasing the fees more than 3% and it will be held with the Budget Public Hearing next month.

 

The Council engaged in the budget workshop with City Auditor and CPA Gary H. Teuscher and Mauria Teuscher. Councilmember Greg Kunz made the motion to increase the Council pay to $150.00 per month and the Mayor to $250.00 per month. Councilmember Marty Nate seconded the motion. All were in favor and the motion carried the council. Lynette reminded them that an Ordinance would have to be passed and wouldn’t take effect until January 1, 2021. Councilmember Marty Nate made the motion to give employee’s a 5% raise this year and 3% raise next year. Councilmember Tee Steadman seconded the motion. All were in favor and the motion carried the council. The raise will take effect October 1, 2020.

Maintenance Report: Shane gave his report for the month of July and stated that he and Alan did a water repair at Jerry Morrell’s, been mowing and contacted Chuck Sims about doing more weed spraying. They have been working on moving the generator to the shop so that bay can be used to store the fire brush truck. They have hauled gravel up to the new chlorinator building and shutoff delinquent accounts.

Maintenance Report: Shane gave his report for the month of June and stated that he and Alan have been really busy with the water project and had ran into a few surprises. The chlorinator people showed up and that is being worked on. There is a leak by Jerry Morrell’s that they will have to fix and put a cap on the line by the school. They are going to mow Stringtown next week and have rented a mower for the day and will mow a few other streets around town too. They mowed the park and the cemetery. The cemetery has more thistle growing so he will contact Chuck to come back and spray again. Shane has tried to send texts to the City Council to give them a heads up of when shut offs are about to happen. The Mayor said that people need to realize that we are remodeling the City’s water lines and usually remodels never go according to plan. It would be nice to have a better way to get word out to everyone about shutoffs, etc. Lynette will look into something similar to what the school district uses for notification and will send a letter with the coupon books to everyone to update contact information with the City.

 

Layne DeClark was present and asked the Council for clarification on the new RV Trailer Ordinance. The Mayor listed reasons for the Ordinance and first problem is people living in their trailers and hooking up to water and sewer services and that is now two dwellings on one line. Ordinance states only one hookup per dwelling for water and sewer services. The other problem we face is not wanting the City to look trashy or turn into an RV park. The idea was to eliminate people living in them for long periods of time. The Council expressed that communication goes a long ways and that there are exceptions to every rule. The Council is willing to work with anyone as long as they will come and communicate with the Council what their intentions are. They expressed their thanks to Layne for coming to the Council and being willing to communicate.

 

Kevin Martin of Sunrise Engineering reported on the water project over the phone and said that next week the chlorination building will be operational and he asked about the asphalt in front of the City Hall or if we need more. It was supposed to be included but it needs to be done professionally. He will look more into. He said there is more cleanup to be done at the river crossing and other job site areas. Shane said that RSJ has done a good job this summer except for some surprises that were out of their control. Greg questioned if there is a signal alarm set in place to alert if things aren’t working like they should. Kevin said there is not something like that in place right now but he will research some options from SCADA. There will be a final walk through coming up soon and Kevin would like any of the council members that wish to be there to come. Kevin is working on a plan to remove the old chlorinator building because the line underneath is still leaking. Shane also reported that he would like a way to get better records of the City lines and valves to be mapped out verses just in one person’s mind.

 

Councilmember DeLoy Kunz made the motion to transfer water funds of $23,231.40 and sewer funds of $21,294.11 to the general fund to reimburse for expenses paid throughout the 2018-2019 fiscal year. Councilmember Greg Kunz seconded the motion. All were in favor and the motion carried the council.

 

Movies in the Park will make its debut on Friday, July 10th and will be showing Little Rascals. Marty will have penny candy available for the kids to buy and there will be popcorn and capri suns available too. B’s Outback Motorsports will donate $100 to the City to help with costs of the popcorn and drinks. They will try to have movies available every other Friday throughout the summer.

 

Councilmember DeLoy Kunz would like to see a bay or lean-to off of the shed to store the fire brush truck in. Would like to see how much it would cost and if it is something that Shane and Alan can do. He also would like to get Officer Martinez to come out to the City during different times of the day versus just mornings and especially on Sundays when everyone is leaving the canyon from camping for the weekend. Traffic has been worse than normal this year.

 

The Mayor reported that he would like to have flashing speed signs along Stringtown and both ends of town and has found out that they cost around $3,300 each. He will check with Vaughn Rasmussen and Scott Esquibel to get more solid numbers and see if the County or State could help with those costs at all. He spoke with Mike Carr about signing something saying that if he were to ever sale the homes that a separate line would be installed and not just continue to pay the separate bill. Mike said that he would, so we will get Adam to write up an agreement similar to Mark Hicken’s. He also reported that he would like to see the shutoffs get back to normal and if people are more than two months delinquent then they need to be shutoff.

 

Councilmember Marty Nate reported that she had a flag stolen from her Veteran’s Memorial after the 4th of July and was disappointed. ABC Seamless will be here for about 2 weeks to finish the siding on the City Hall and then will need to be paid immediately after. She also asked if we have expiration dates on our building permits or if that is listed on the permit. Lynette researched and they do expire 120 days after the date of the application. She will add the wording to the actual permit that gets posted. She also would like the council to look at updating the Resolution for building permits to increase the fees. That will be discussed at the next meeting.

 

Police Report: There were 25 contacts for the month of June.

 

Office Business:   There are 20 delinquent water and sewer accounts for the month of June. The Church has submitted a building permit application to reroof the building. She also has decided to create a Facebook group page for those that like to follow social media for their notifications. She will still post notifications at the post office and on the door and on the website for those that like to get their notices that way. She will also do some research to find a text notification service similar to the school districts.

 

The chair entertained a motion from Councilmember Greg Kunz for the council to approve checks and vouchers for the month of June 2020 in the amount of $18,055.58 in the general fund, $32,882.54 in the water fund, and $41,968.67 in the sewer fund, with all funds totaling $92,906.79. Councilmember Marty Nate seconded the motion. All were in favor and motion carried.

 

The chair entertained a motion from Councilmember Marty Nate that council adjourns from the July 2020 council meeting at 9:45 pm. Councilmember DeLoy Kunz seconded the motion. All were in favor and the motion carried the council.
