October 2026 Special Meeting Minutes

October 20, 2026

Those Present: Marty Nate, Mayor Tony Price, Jordan Rasmusson, Tee Steadman, Maintenance Shane Clark, Maintenance Hadley Wright, Katana Sorensen, City Attorney, Adam McKenzie by phone

Meeting called to order:                               12:00 pm                             Invocation:         Councilor Jordan Rasmusson

The council entertained a motion from Councilor Marty Nate to approve the published agenda and was seconded by Councilor Tee Steadman. All were in favor and the motion carried the council.

The council reviewed a proposal to install fencing at the lower sewer ponds below the cemetery. Custom Fencing from Logan came and met with Shane and Hadley to scope out the job. The fence will be 6 ft chainlink with 3 strands of barbwire along the top, just like the fence around the upper sewer lagoon. There will be 3 gates with a main one, on the north end and on the east side and no man gates. We will need to order some signs to post on the fence to keep out. They can come and get started the first part of November. They just had a price increase of 12% for materials, but we had a quote in place beforehand so they will honor the lesser price still. Councilor Tee Steadman made the motion to accept the proposal and was seconded by councilor Marty Nate. All were in favor and the motion carried the council. Shane will contact them and get on their schedule to get the fence finished before winter comes.

The council reviewed the Sorensen’s installing a privacy fence around their properties. The Mayor spoke with City Attorney, Adam McKenzie, and feels like the Sorensen’s need a Variance and to get approval from their neighbors. They are permitted to install a privacy fence around all 3 sides of their property, the only part in question is the front because the Ordinance states can only have a 3-foot fence along the front of their property, and they are requesting a 6-foot privacy fence all the way around. They can install the 6-foot fence if they go 15 ft back from the property line but are requesting to have at the front of their property, to fully enclose all the way around. The Council called Adam to inquire about our Ordinance and need for a Variance and the process. The Variance process would require us to have a public hearing and to notify all the adjoining neighbors. From speaking with Adam and reviewing Ordinance #27, there would need to be a P&Z Committee to make decisions, or if there isn’t one, the Variance would come before the Council and would need to prove special circumstances. The property has been called a junkyard in the past and junkyards need to be fully enclosed with a privacy fence per the Ordinance. Adam advised to amend the ordinance to remove the wording and grant the council the ability to approve based on written applications and listing the special circumstance. Councilor Tee Steadman made the motion to approve the fence with a letter of consent/application and a timeline for the fence to be finished. Councilor Marty Nate seconded the motion. All were in favor and the motion carried the council.

The chair entertained a motion from Councilor Tee Steadman that council adjourns from the October 2026 Special Council Meeting at 1:10 pm. Councilor Jordan Rasmusson seconded the motion. All were in favor and the motion carried the council.

Respectfully submitted,

Lynette Smith,

City Clerk-Treasurer
