August 2026 Council Minutes

August 4, 2026

Those Present: Brooke Bergholm, Marty Nate, Mayor Tony Price, Jordan Rasmusson, Maintenance Shane Clark, Maintenance Hadley Wright, Sheriff Deputy Wes Barnhill, Addison Ochsenbein of Sunrise Engineering, Tim & Merg Neuman, Annell Williamson, Alice Anderson, Ethan Newlun, Gary & Mauria Teuscher

Meeting called to order:                               7:00 pm                               Invocation:         Councilor Brooke Bergholm

The council entertained a motion from Councilor Marty Nate to approve the published agenda and was seconded by Councilor Brooke Bergholm. All were in favor and the motion carried the council.

The minutes from July 7, 2026, were read aloud by Clerk Smith. Councilor Marty Nate made the motion to accept the minutes as read and Councilor Jordan Rasmussen seconded the motion. All were in favor and the motion carried the council.

Addison Ochsenbein of Sunrise Engineering came before the council and reported that they submitted a digital copy of the Transportation Plan and it has been accepted and they’ve closed out the report. This plan will help us to score higher on LHTAC grants in the future. He said there is a letter of interest due in January and he hopes to find some funding for the Transmission Line which is still the original line that was installed in 1951. Putting a fence around the lower sewer lagoons was discussed and asked if Addison knew of any grants available for that? Addison responded with asking if we have had a sanitary survey done recently and if it was flagged as a needed item and if there is signage around it. If it has been flagged, it could be a liability for the City. Addison will look into it.

Councilor Marty Nate reported that she reached out to the Association of Idaho Cities (AIC) for some help with rewriting the Zoning Ordinance and it was mentioned that we may need to redo our Comprehensive Plan if we are redoing the Zoning Ordinance. The lady Marty spoke with can help with a fee of $10,000 to redo the plan. Marty wondered if we should have her come to the September meeting and if we can get her a copy of what we’ve got. Lynette will look at it and see if she can get it scanned in to send to her. Marty thinks we should ask some citizens to be on a committee to redo the Ordinance and to get going on it. Tim Neuman said we should ask for public comment and send out a questionnaire. Councilor Marty Nate made the motion for Brooke Bergholm to be in charge of the Committee to redo the Planning & Zoning Ordinance. Councilor Jordan Rasmussen seconded the motion. All were in favor and the motion carried the council.

The old grey service truck was discussed. It doesn’t get used much and doesn’t hold a charge anymore. We put out a notice for sealed bids a year or so ago and did not accept the offer. We were told that we can post on Facebook or classifieds to get rid of now and see if we can get a better offer. The Mayor will reach out to Hennings to see what they would give for it. Since it’s not being used, we just as well get something for it.

The floor was then opening for public comment period. Alice Anderson came before the council to discuss chicken coop placement and trailers at her neighbors. Said they haven’t been able to get sunlight in their home due to the neighbors trailers for 5 years now. She would like the chicken coop and or trailers moved but is afraid of neighbor retaliation. Councilor Marty Nate read aloud Ordinance #106 addressing the placement of the coop and needing to have 100% approval from neighbors for placement to be so close. The neighbor Katana Sorensen was present and said she was unaware of the Ordinance violation and can move the chicken coop and the chickens. Marty also said that the trailers need to be moved 8 feet from the neighbors property line. Clerk Smith interjected that this issue is beyond public comment period and will need to be on the agenda to be discussed further and a decision to be made.

Building Permits – Katana Sorensen had a building permit for a carport to be installed at Shannon Johnson’s. Tim Neuman was present and asked about the need for a building permit if not changing the footprint of the building because he walled in his goat pens. Was determined there was not a need for him to have a permit. Councilor Jordan Rasmussen said that’s one thing he would like to do, is make the permit Resolution more clear for fees and need for permits. Councilor Jordan Rasmussen made the motion to approve the building permit for Katana Sorensen and was seconded by Councilor Marty Nate. All were in favor and the motion carried the council.

Councilor Marty Nate said she would like to get a sprinkler system installed in the park. The last bid she got a year or so ago was around $10,000. She will work on getting some other bids. Her contact is doing some research on if he can do the flooring at the playground. In the meantime, we still need to remove the cement from the sand box and the guys will get to work on that. She gave an update on Twin Creeks that it was a great day and very well attended. They ran out of food and so did the food vendors. The fireworks were great too. The Mayor would like to see a cost breakdown of the event.

Maintenance Report:     Shane Clark gave their report for the month of July and stated that he and Hadley assisted with the fixing the approach at the post office, got some paving done around town to fill in some areas, took the samples from the land app and trimmed and mowed the park and cemetery and helped get things ready for Twin Creeks. They helped with the liner repair at the sewer pond, ordered chlorine and have went to the spring and the levels have come up an inch! They continue to keep an eye on it. They had 1 grave at the cemetery, delivered overdue notices, turned water off, and helped the County take the police car.

Police Report: No one was in attendance for the police report.

Office Report:    There are 21 delinquent water and sewer accounts for the month of July. She reported that it was a quiet month and just kept up with the day-to-day activities. The website did get a facelift this month and everyone should go view it if they haven’t already.

The council then engaged in the budget workshop with City CPA, Gary H. Teuscher at 8:30 pm. It was noted all employees will get a 3% cost of living increase from previous motions made and be effective in October beginning the new fiscal year. There will also be a 3% increase to the water and sewer rates in April 2027.

The chair entertained a motion from Councilor Jordan Rasmussen for the council to approve checks and vouchers for the month of July 2026 in the amount of $30,199.43 in the general fund, $22,117.32 in the water fund, and $63,944.60 in the sewer fund, with all funds totaling $116,261.35. Councilor Marty Nate seconded the motion. All were in favor and the motion carried the council.

The chair entertained a motion from Councilor Jordan Rasmussen that council adjourns from the August 2026 council meeting at 10:15 pm. Councilor Marty Nate seconded the motion. All were in favor and the motion carried the council.
